         De gemeente Utrecht wil een overeenkomst op afroep afsluiten voor virtuele BIM werkplekken.

         Als gemeente Utrecht zijn we bezig met BIM (Bouw Informatie Management)gerelateerd werken. Voor deze werkwijze heeft de gemeente Utrecht een virtuele BIM-werkplek nodig voor de gehele AEC Suite plus add ins om het werkproces Scan to 3D BIM te kunnen uitvoeren. Dat is een proces waarbij met behulp van 3D laserscans een grafisch 3D model kan worden ontworpen van objecten in de buitenruimte zoals een kademuur of een rioolgemaal.

         De gemeente zoekt een partner om samen het systeem (deels) te ontwikkelen en gedurende de looptijd van het contract de (innovatieve) ontwikkelingen blijft volgen en toepassen op het systeem. De gemeente heeft een systeem voor ogen waarbij zij wil toetsen of de markt kan voldoen aan de gestelde eisen van het systeem. Dit doet zij door in gesprek te gaan met een aantal marktpartijen via een concurrentiegerichte dialoog.

         Voor deze opdracht volgt de gemeente de concurrentiegerichte dialoog volgens de Aanbestedingswet

         2012. De concurrentiegerichte dialoog bestaat uit een selectiefase/ aanmeldingsfase, een dialoogfase en een inschrijvingsfase.

         In de selectiefase/aanmeldingsfase kunnen ondernemers zich aanmelden voor mededinging van de opdracht en worden vervolgens geselecteerd op basis van geschiktheid voor de opdracht. Als meer dan vier gegadigden voldoen aan de gestelde geschiktheidseisen en waarop geen uitsluitingsgronden van toepassing zijn, dan worden middels de gestelde selectiecriteria het aantal geschikte gegadigden teruggebracht tot vier.

         Vervolgens gaat de gemeente dan met 4 geschikte gegadigden in gesprek over de te stellen eisen en wensen in de dialoogfase. Aan de hand van de input verkregen uit de dialoogfase worden de eisen verder opgesteld/aangescherpt en zal de opdracht worden gepubliceerd aan de vier gegadigden. Deze fase wordt de inschrijvingsfase genoemd en in deze fase kunnen de vier gegadigden een inschrijving doen waarbij de opdracht wordt gegund aan de inschrijver met de economisch meest voordelige inschrijving.

         Deze aanmeldingsleidraad gaat alleen over de selectiefase/aanmeldingsfase.

         De gemeente wil de opdracht gunnen aan één inschrijver. De gemeente gunt de opdracht aan de inschrijver met de economisch meest voordelige inschrijving op basis van de beste prijs-kwaliteitverhouding.
