The works, supplies or services can be provided only by a particular economic operator for the following reason:
- absence of competition for technical reasons

Explanation:

De opdracht betreft de levering van een SCUBA-duiksysteem. Hieronder vallen de volgelaatsmaskers, duiktoestellen met inbegrip van draagstel, pneumatiek en secondair ademgasautomaten en optioneel met trimvoorziening en cilinderpakket. Voor Veiligheidsregio Fryslân is het belangrijk dat de huidige oppervlakte luchtvoorziening (nader te noemen OLV) als noodluchtvoorziening compatibel dient te zijn met het aangeboden systeem. Daarnaast dient het aangeboden SCUBA-duiksysteem in zijn geheel te voldoen aan de eisen zoals omschreven in de WOD-SOE (werken onder overdruk systeem- en onderhoudseisen). Tot slot dienen het aangeboden SCUBA-duiksysteem en de huidige communicatiemiddelen tegelijkertijd in dezelfde omgeving te kunnen functioneren.

Op basis van de uitgevoerde marktconsultatie is gebleken dat Interspiro de enige partij is die duikapparatuur kan leveren die volledig voldoet aan het opgestelde Programma van Eisen, inclusief verenigbaarheidseisen en de WOD-SOE. Andere partijen kunnen niet voldoen aan de richtlijnen van de WOD-SOE en/ of de eisen m.b.t. de verenigbaarheid.

Deze aankondiging wordt alleen gebruikt om de voorgenomen procedure vooraf bekend te maken aan de markt om belanghebbenden in de gelegenheid te stellen om eventueel bezwaar kenbaar te maken.

Indien belanghebbenden, ondanks bijgevoegde motivering, bezwaar willen aantekenen tegen bovengenoemd voornemen, dienen zij binnnen een termijn van 20 kalenderdagen na publicatie van deze aankondiging (t/m 22 mei 2023) een met reden omkleed bezwaar tegen de voortzetting van deze procedure in te dienen. Hiervoor kunt u gebruik maken van het e-mailadres zoals vermeld in de contactgegevens.

Indien er gedurende deze termijn geen bezwaar kenbaar is gemaakt, vervallen de rechten van ondernemingen om nog op te komen tegen de voorgenomen procedure.
