Goede communicatie met de burgers van de stad is een belangrijke voorwaarde voor een effectief opererende lokale overheid. Via diverse kanalen communiceert de Gemeente met inwoners om hen te informeren over het handelen van de gemeentelijke overheid, over rechten en plichten, om beleid toe te lichten en te verantwoorden, en om burgers te betrekken bij beleidsvorming. Een van de pijlers van de gemeentelijke communicatie met de burgers van Delft is de Stadskrant Delft.

De Gemeente wil met ingang van 1 september 2023 een Raamovereenkomst afsluiten voor de publicatie van de Stadskrant Delft in een huis-aan-huisblad op tabloid- of weekendformaat, dat verschijnt en wordt bezorgd op een vaste dag in de week.

De Stadskrant Delft bestaat wekelijks uit een wisselend aantal basispagina’s. De omvang kan variëren, afhankelijk van de behoefte van de Gemeente. De Stadskrant Delft bestaat wekelijks uit 1 tot 4 pagina’s; incidenteel kan de Stadskrant Delft bestaan uit meer pagina’s.

Er is in Delft op dit moment één uitgever van een huis-aan-huisblad actief. Uit de laatste aanbesteding bleek dat de omvang van de opdracht te klein is voor andere aanbieders om een zelfstandige uitgave op te zetten. Om deze reden is er gekozen voor een één-op-éénprocedure. Via deze verklaring deelt de gemeente mee dat de opdracht één-op-één gegund wordt en biedt zij eventuele andere partijen een laatste kans om bezwaar te maken.
