VII.1.4)Description of the procurement:

31099677 Voor het realiseren van de reconstructie van de aansluiting A15-N3, ter hoogte van Papendrecht

Ter hoogte van Papendrecht sluiten de N3 en de N214 aan op de A15. In de spitsperioden is regelmatig sprake van een doorstromingsprobleem omdat de capaciteit van de huidige aansluiting onvoldoende is voor het verkeersaanbod. Dit capaciteitsprobleem wordt met name veroorzaakt doordat de twee hoofdverkeersstromen tijdens de spitsperioden elkaar kruisen waardoor lange wachtrijen ontstaan met terugslag op de A15. Deze hoofdstromen betreffen het verkeer dat vanuit

Gorinchem via de A15 naar de N3 rijdt, richting Papendrecht/Dordrecht en het verkeer dat vanuit Papendrecht/Dordrecht via de N3 naar de A15 rijdt, richting Rotterdam. De aansluiting wordt aangepast om de doorstroming op de A15 en N3 te verbeteren en de bereikbaarheid van de regio te verbeteren. In de nieuwe situatie worden de beide hoofdstromen

van elkaar gescheiden, zodat het verkeer gelijktijdig kan worden afgewikkeld. Hiertoe wordt, binnen de aansluiting, aan de A15 HRL een kwart klaverblad afrit toegevoegd. De bestaande haarlemmermeer afrit van A15 HRL richting N214 blijft intact, om een conflict met de verkeersstroom N3 richting A15 HRL te voorkomen.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

De aanvullende opdracht is noodzakelijk, omdat het niet mogelijk is om het werk zonder onderhavige wijziging te voltooien.

De noodzakelijke aanvullende opdracht was niet omschreven in de oorspronkelijke aanbestedingsstukken.

Een verandering van opdrachtnemer is niet mogelijk om economische en technische redenen en zal tot aanzienlijk ongemak en aanzienlijke kostenstijging leiden, omdat onderhavige wijziging onlosmakelijk verbonden is met de voortgang van het werk waarbij verandering van opdrachtnemer een groot negatief effect op de beheersing van de raakvlakken, de hieraan gekoppelde risico’s en de doorlooptijd heeft.
