      Opdrachtgever acht het gerechtvaardigd om een langere looptijd te hanteren. In de markt is het gebruikelijk om nieuwe voertuigen over langere termijn af te schrijven. Een langere looptijd zorgt ervoor dat er eerder nieuwe voertuigen ingezet kunnen worden die minder milieubelastend zijn, aan de nieuwste veiligheidsnormen voldoen en waarin innovaties verwerkt zijn. Een kortere looptijd zou kunnen leiden tot een vervroegde afschrijftermijn, wat leidt tot hogere kosten en een kortere levensduur van de voertuigen. Hierdoor kunnen opdrachtnemers ook op middellange termijn investeren in voertuigen en medewerkers. Opdrachtgever wenst ook de continuïteit in het personeelsbestand te bevorderen. Door het aangaan van raamovereenkomsten met een lange(re) looptijd wil de opdrachtgever bevorderen dat door de opdrachtnemer duurzame arbeidsrelaties worden aangegaan. Dit komt ten goede aan de kwaliteit van de dienstverlening.
