Het Openbaar Ministerie (OM) heeft behoefte aan een Enterprise Content Management (ECM) oplossing waarmee de volledige levenscyclus van ongestructureerde informatie die binnen de organisatie wordt gebruikt beheerd wordt. Het OM zoekt een oplossing (standaardprogrammatuur) die in staat is om verschillende vormen van informatie duurzaam op te slaan en beschikbaar te stellen, zowel direct aan gebruikers als aan andere applicaties (zoals case management) of aan koppelvlakken in de strafrechtketen. Binnen scope is het afnemen van gebruiksrechten op standaardprogrammatuur inclusief third party software en onderhoud.

Vooralsnog is de intentie om na een initiële periode van drie jaar de Overeenkomst met telkens één jaar te verlengen, mits vier maanden vooraf kenbaar gemaakt. De verlengingsoptie is er omdat wel is te voorzien dat het IT-landschap voor strafzaken zich de komende 3 jaar verder ontwikkelt, maar niet is te voorzien of de ontwikkeling van een met ECM gelijk oploopt met die ontwikkeling.

De opdracht ECM is eerder, op 26 augustus 2022, gepubliceerd in een Europese openbare aanbestedingsprocedure op TenderNed, maar heeft niet tot gunning geleid. Zie: https://www.tenderned.nl/aankondigingen/overzicht/281349/documenten. Inzage in deze documenten is (nog steeds) mogelijk en geeft u enig beeld van onze nieuwe opdracht ECM 2023 zoals nu bekendgemaakt met deze vooraankondiging. De eisen die gelden voor deze nieuwe opdracht ECM 2023 kunnen op onderdelen inhoudelijk anders zijn dan de destijds in 2022 gestelde eisen. Ook de planning in deze vooraankondiging is onder voorbehoud.
