         Gemeente Enschede als aanbestedende dienst, wil één opdrachtnemer contracteren voor het leveren van een compleet mobiliteitsconcept voor het zakelijk vervoer van onze medewerkers.

         Wij willen een compleet mobiliteitsconcept voor het zakelijk vervoer van onze medewerkers. Het mobiliteitsconcept is uitsluitend gericht op zakelijke verplaatsingen, dit is exclusief woon- werkverkeer. Wij zoeken naar een combinatie van vervoersmiddelen met een beschikbaarheidsgarantie, OV en openbaar toegankelijke deelmobiliteit. De vervoersmiddelen met een beschikbaarheidsgarantie zijn elektrische auto’s en e-bikes. Gemeente Enschede voert de bedrijfsvoering en de dienstverlening uit voor gemeente Losser. Gemeente Losser valt ten tijde van publicatie van deze aanbesteding buiten de scope van deze opdracht, maar wordt mogelijk gedurende de looptijd van deze overeenkomst als deelnemer toegevoegd waarbij zij een eigen overeenkomst afsluiten met dezelfde einddatum als de overeenkomst van gemeente Enschede.

         Deze aanbesteding wordt gedaan om een dienstverleningsovereenkomst af te sluiten voor een periode van vier (4) jaar, dit gaat in na de implementatie van de dienst, met een optie tot  verlenging door opdrachtgever van twee (2) maal één (1) jaar. Dit betekent dat er in totaal een maximale looptijd van 6 jaar is.

         Wij hebben voor de zakelijke mobiliteit de volgende doelen:

         Het reduceren van het aantal fossiele autokilometers, naar een situatie van zakelijke mobiliteit met zero-emissie; 

         Een gebruiksvriendelijk systeem dat volop gebruikt wordt door de medewerkers en als visitekaartje van de gemeente Enschede dient naar nieuwe werknemers; 

         Het stimuleren van actief vervoer. Waarbij de gewenste keuze-volgorde voor de reis is: lopen, fietsen, OV, deelvervoer, auto.
