VII.2.1)Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

In het DBFM contract (zaaknummer 31090726) is Groot Onderhoud aan het areaal opgenomen. Het maken van deze regelscenario’s was oorspronkelijk bij opdrachtgever belegd. Gezien de complexiteit van knooppunt Eemnes en de daaraan gekoppelde regelscenario’s heeft opdrachtgever besloten dat de ontwikkeling van deze regelscenario’s bij opdrachtnemer belegd wordt.

VII.2.2)Reasons for modification

Need for additional works, services or supplies by the original contractor/concessionaire (Art. 43(1)(b) of Directive 2014/23/EU, Art. 72(1)(b) of Directive 2014/24/EU, Art. 89(1)(b) of Directive 2014/25/EU)

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

In het DBFM contract A27/A1 Utrecht-Noord Knooppunt Eemnes is Groot Onderhoud aan het areaal opgenomen. Om het groot onderhoud goed en veilig uit te kunnen voeren moeten weggedeeltes en afritten geheel of gedeeltelijk gedurende de weekenden afgesloten worden. Hiervoor dienen regelscenario’s worden opgesteld, waarin deze verkeersmaatregelen beschreven zijn. Het maken van deze regelscenario’s was oorspronkelijk bij OG belegd. Gezien de complexiteit van knooppunt Eemnes en de daaraan gekoppelde regelscenario’s heeft OG besloten dat dit bij ON belegd wordt.

Twee verschillende ON"s in een DBFM contract bij het uitvoeren van dit groot onderhoud is zeer onwenselijk. Een andere opdrachtnemer kent het areaal niet en zou zich eerst in het areaal en in de uit te voeren werkzaamheden moeten verdiepen. Dit kost tijd en geld. Bovendien brengt het planning technisch veel ongemakken met zich mee. Alle werkzaamheden zouden opnieuw gepland moeten worden hetgeen vertragend en kosten verhogend werkt.
