1.0 The Government of Nepal has received a credit from the World Bank and allocated budget towards the cost of provincial and Local Road Improvement program (PLRIP) and intends to apply part of the funds to cover eligible payments under the Contract for periodic maintenance Gokule-Pansera-Balach Road, (11.3 Km). Bidding is open to all eligible bidders from all countries as defined in the World Bank’s Procurement Regulations for IPF Borrowers, July 2016 (Revised September 2023).

2.0 Provincial Project Management Unit (PPMU), Dhangadhi, Kailali invites electronic bids from eligible bidders for the Periodic Maintenance Surface treatment of Gokule-Pansera-Balach Road, (11.3 Km) under National Competitive Bidding – Single Stage Two Envelope Bidding procedures.

3.0 Only eligible bidders with the following key qualifications should participate in this bidding:

• Minimum Average Annual Construction Turnover of the last 5 years: NRs 84,789,000.00
• Minimum Work experience of similar size and nature: At least One (1) Bituminous Road Surface Dressing Contract within the last ten (10) years, with a value of at least NRs 33,916,000.00 that have been successfully or are substantially completed and that are similar to the proposed works.

3.0 Eligible Bidders may obtain further information and inspect the Bidding Documents at the office of Provincial Project Management Unit (PPMU), Taranagar, Dhangadhi, Email: plripppmu.supa@gmail.com or may visit PPMO e-GP system www.bolpatra.gov.np/egp.

4.0 Bidder may download the bidding documents for e-submission from PPMO’s e-GP system www.bolpatra.gov.np/egp. Bidder should deposit the cost of bidding document NRs 5000.00 in the Project’s Rajaswa (revenue) account as specified below .

5.0 Electronic bids must be submitted to the office of Provincial Project Management Unit (PPMU), Dhangadhi, Kailali through PPMO’s e-GP system www.bolpatra.gov.np/egp on or before 12:00 on 29th March, 2026. Bids received after this deadline will be rejected.

6.0 The bids will be opened in the presence of Bidders" representatives who choose to attend immediately after submission deadline at the office of Provincial Project Management Unit (PPMU), Dhangadhi, Kailali. Bids must be valid until 26th June, 2026 and must be accompanied by a bid security(scanned copy of the bid security in pdf format) amounting to a minimum of NRs 14,13,000.00, which shall be valid for 30 days beyond the validity period of the bid (i.e. 26th July, 2026.

7.0 If the last date of purchasing and /or submission falls on a government holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid security shall remain the same as specified for the original last date of bid submission.
