The Ministry of Preschool and School Education of the Republic of Uzbekistan (MoPSE), with support from the World Bank under the Grant Facility for Project Preparation (GFPP), is preparing a follow-on education operation structured as a hybrid Program-for-Results (PforR) with an Investment Project Financing (IPF) component.
The Grant supports preparatory analytical, institutional, fiduciary, and technical activities required for the design and readiness of the full Program. In this context, MoPSE intends to engage an Individual Consultant – Project Coordinator (National).
The Project Coordinator will oversee implementation of Grant-financed preparatory activities and ensure effective institutional coordination and readiness for transition to the full PforR/IPF Program.
Scope of Services
The Consultant will be responsible for:
- Coordinating implementation of all activities financed under the Grant;
- Ensuring alignment of preparatory outputs with future Program design (including PAD, DLI framework, and verification arrangements);
- Facilitating inter-ministerial coordination between MoPSE, Ministry of Economy and Finance, Ministry of Investment, Industry and Trade & Ministry of Construction and Housing and Communal Services, and other relevant agencies;
- Coordinating preparation of strategies, analytical studies, blueprint standards, methodologies, and institutional frameworks;
- Serving as primary focal point for communication with the World Bank on technical and implementation matters;
- Supporting institutional arrangements for transition to full PforR/IPF implementation.

Required Qualifications and Experience
The Project Coordinator shall possess:
- Advanced degree in public administration, economics, education policy, finance, engineering, or related field;
- Minimum five (5) years of professional experience in public sector project management;
- Proven experience in coordinating multi-agency reform programs;
- Experience working with international financial institutions is strongly preferred;
- Familiarity with results-based financing mechanisms (PforR or similar) is considered an advantage;
- Strong analytical, organizational, and communication skills;
- Fluency in Uzbek, English, and Russian.
Selection Method
The Consultant will be selected in accordance with the World Bank Procurement Regulations for IPF Borrowers (September 2025 edition), using the Individual Consultant (IC) Selection method.
The attention of interested candidates is drawn to the World Bank’s policy on conflict of interest as set forth in the Procurement Regulations.

Interested candidates shall submit:
- A signed Expression of Interest;
- Updated Curriculum Vitae (CV) detailing qualifications and relevant experience;
- Copies of diplomas and relevant certifications;
- A brief statement of suitability for the assignment.
Expressions of interest must clearly indicate the assignment title and reference number.
Duration of Assignment
The assignment is expected to cover the duration of the Grant implementation period, with possible extension subject to continuation into the full Program implementation phase.
