The Government of Nepal [GoN] has received a loan/credit/grant from the World Bank towards the cost of the Nepal Urban Governance and Infrastructure Project (NUGIP) and intends to apply part of the funds to cover eligible payments under the Contract for Upgradation of Sagarmatha Agriculture bazar west to south Madan Bhandari Hall to Janpremi tole Bisanpur ward 12 Road, Triyuga. Bidding is open to all eligible as per Section V of bidding document. 2. The Triyuga Municipality invites electronic bids from eligible bidders for the procurement of Upgradation of Sagarmatha Agriculture bazar west to south Madan Bhandari Hall to Janpremi tole Bisanpur ward 12 Road, Triyuga. The proposed road improvement work includes widening and improvement of 4.717Km existing gravel road to double-lane carriageway width with provision of traffic safety configurations and utilities complying the urban road standard. It comprises construction of a flexible pavement with granular sub base, wet mix macadam, asphalt concrete layers. The proposed alignment will also have road side drains, cross drainage structures (Box/pipe culverts), protection works, bio engineering and road side furniture etc. under National Competitive Bidding – Single Stage Two Envelope Bidding procedures. 3. Eligible bidders at least with the following key qualifications should participate in this bidding (refer Section III for other qualification criteria): Minimum average annual construction turnover of NRs. 299,450,000.00, calculated as average of total certified payments received for contracts in progress and/or completed in last 5 years. A minimum number of one road construction with Asphalt concrete pavement works contracts each of minimum value NRs. 199,700,000.00 that have been satisfactorily and substantially completed within the last 10 years as a prime contractor, joint venture member, management contractor or Subcontractor. 4. Under the Single Stage, Two Envelope Procedure, Bidders are required to submit simultaneously two separate sealed envelopes, one containing (i) the Technical Bid and the other (ii) the Price Bid, both in turn enclosed in one sealed envelope as per the provision of ITB 21 of the Bidding Document. 5. A complete set of Bidding Documents may be purchased from the Triyuga Municipality, Office of Municipal Executive, by eligible Bidders on the submission of a written application, along 9 with the copy of company/firm registration certificate, and upon payment of a non-refundable fee of NRs. 10,000 till 20 February 2024 during office hours. Or Bidder who chooses to submit their bid electronically may purchase the hard copy of the bidding documents as mentioned above or may download the bidding documents for e-submission from PPMO’s e-GP system www.bolpatra.gov.np/egp. Bidders, submitting their bid electronically, should deposit the cost of bidding document in the Project’s Rajaswa (revenue) account as specified below. The bids will be opened in the presence of Bidders" representatives who choose to attend at 13:00 hours of 21 February 2024 at the office of Triyuga Municipality, Office of Municipal Executive, Gaighat, Koshi Province. Bids must be valid until 21 May 2024 and must be accompanied by a bid security or scanned copy of the bid security in pdf format in amounting to a minimum of NRs. 6,239,000.00 which shall be valid until 20 June 2024. 9. If the last date of purchasing and /or submission falls on a government holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid and bid security shall remain the same as specified for the original last date of bid submission. 10.
