1. The Government of Nepal has received a credit from IDA towards the cost of Modernization of Rani Jamara Kulariya Irrigation Project and intends to apply part of the funds to cover eligible payments under this Contract. Bidding will be conducted through National Competitive Bidding (NCB) procedures through Electronic Government Procurement System, procedures. This is open to all bidders from Eligible Source Countries as defined in the Bidding Documents. A margin of preference shall not apply. Cost estimate for this construction is NPR 6,520,667.00, (Inclusive of VAT).

2. Rani Jamara Kulariya Irrigation Project, Agriculture Component Implementation Unit, Tikapur, Kailali invites electronic bids from eligible bidders for the Construction of Market Shed at Atteriya, Kailali. The construction period is Six months.

3. To qualify for award of contract, eligible Bidders must meet the following key qualifications and other qualifications specified in the bidding documents:

a) Minimum Average Annual Construction Turnover of the best three (3) years within the last five (5) years: NPR 8,600,000.00

b) Minimum specific work experience of similar size and nature: One, NPR 2,400,000.00 (Market Shed, Truss Roof Building or RCC Building)

4. Interested eligible bidders may obtain further information from Rani Jamara Kulariya Irrigation Project, Agriculture Component Implementation Unit, Tikapur, Kailali and inspect the Bidding Documents at the address given below during office hours or may visit E-procurement section of PPMO’s Web Site http://www.bolpatra.gov.np.

5. Pre-bid meeting shall be held on 12 August 2024 at 14.00 hrs at the address below.

6. For the purpose of Bidders to submit their bid electronically through PPMO’s Web Site http://www.bolpatra.gov.np., the Bidders may download the bidding documents, prepare their bids and submit their electronic bids as specified in the Instructions to Bidders. Bidder shall be required to deposit the cost of bidding document (as specified in the table above) in the Employer"s Rajaswa (revenue) account as specified below. The scanned copy (PDF format) of the Bank deposit voucher shall also be submitted along with the electronic submission of the bid.

7. Electronic bids must be submitted to the Rani Jamara Kulariya Irrigation Project, Agriculture Component implementation Unit through PPMO website www.bolpatra.gov.np on or before 12:00 hrs of 27 August, 2024. Late bids will be rejected and not opened. The bids will be opened electronically at 12:30 hours on 27 August, 2024 in the presence of the bidders’ representatives who choose to attend in person at Rani Jamara Kulariya Irrigation Project, Agriculture Component implementation Unit, Tikapur, Kailali.

8. All bids shall be accompanied by a Bid Security for the amount as specified in the table above in local currency. The bid security guarantee shall confirm to the standard format as specified in the bid document. The bid security guarantee issued only by the commercial bank and financial institutions approved by Nepal Rastra Bank shall be accepted by the Employer.

9. Bidders are required to specify the total price of the Bid in the Letter of Bid or the Bid Price in the Bill of Quantities. Failure to specify the total price of the Bid in the Letter of Bid or the Bill of Quantities shall serve as grounds for declaring the bid non responsive.

10. Bids shall be valid for the period as mentioned in the table above after the deadline for Bid submission and Bid security shall be valid up to the period as mentioned in the table above.

11. Rani Jamara Kulariya Irrigation Project, Agriculture Component implementation Unit reserves right to accept or reject any or all bids or annul the bidding process and reject all bids without assigning any reason, whatsoever.

12. If the last date of purchasing and / or bid submission falls on a government holiday, then the same time on next working day shall be considered as the last date. In such case the validity period of the bid security shall remain the same as specified for the original last date of bid submission.

13. Any intimidation, collusion and curtailing during bidding process shall be punishable by law.
