• The Government of Uzbekistan has received a loan from the International Development Association (IDA) towards the cost of the project “District Heating Energy Efficiency Project” and intends to apply part of the proceeds toward payments under the abovementioned contracts.
• Project Implementation Unit, on behalf of State Unitary Enterprise "Engineering company for capital and current repairs of apartment buildings and construction of heat supply facilities" under the Ministry of Construction and Housing and Communal Services of the Republic of Uzbekistan (Purchaser), now invites sealed Bids for the above Contracts. The Contracts are implemented on the territory of Andijan City of the Republic of Uzbekistan. The Contracts provide for modernization of in-building and in-apartment heat supply systems and DHW for 198 residential buildings in the city of Andijan in accordance with the Work’s Requirements.
• Bidders may submit bids for one or more contracts as further specified in the bidding documents. Bidders wishing to offer discounts in the event of more than one contract will be allowed to do so, provided these discounts are included in the bid.
• Bidding will be conducted through national competitive bidding as specified in the World Bank’s “Guidelines for Procurement of Goods, Works, and Non-Consulting Services by World Bank Borrowers on IBRD Loans and IDA Credits and Grants”, January 2011, revised July 2014 (hereafter “Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. See also paragraphs 1.6 and 1.7 for World Bank policy on conflicts of interest.
• Interested eligible bidders may obtain bidding documents in Russian after submission of a written request specifying the name of the Bidder, identification number and title of the contract to the email address of the Project Implementation Group: pcu.dheep@gmail.com.

• A pre-bid meeting shall take place on 23.08.2024 at 10:00 AM Tashkent local time at the address: City of Bukhara, Alpomish Street 5.
• A site visit conducted by the Employer shall be organized: City of Bukhara on the same date.
• Bids must be delivered to the address below on or before 16:00 Tashkent local time, 06.09.2024 Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 16:00 Tashkent local time, 06.09.2024.
• Bids shall be valid for 90 days after bid opening and shall be accompanied by Bid Securing Declaration.
