1. The Republic of Mozambique has received grant financing (the” Grant”) from the World Bank toward the cost of the Mozambique Safer Roads for Socio-Economic Integration Program and intends to apply part of the proceeds toward payments under the contract Output and Performance Based Road Contract (OPBRC) in N1 Corridor, Lot 1: Gorongosa - Caia (from km 0 to km 84) in Sofala Province.

2. Administração Nacional de Estradas (ANE, IP) the Executing Agency of the Project now invites sealed Bids from eligible Bidders for Output and Performance Based Road Contract (OPBRC) in N1 Corridor, Lot 1: Gorongosa - Caia (from km 0 to km 84) in Sofala Province. The contract will cover the rehabilitation of the road and its maintenance during total contract period of 120 months.

3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers “World Bank Procurement Regulations for Borrowers under Investment Project Financing” dated September, 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from the Administração Nacional de Estradas (ANE, IP) and inspect the bidding document during office hours 07:30 to 15:30 hours at the address given below.

5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of MZN 6,500.00 or USD 100.00.

The method of payment will be a direct deposit to the account number indicated below. A hard copy of the documents will be provided upon presentation of proof of payment at the address indicated below. At the Bidder’s request, an electronic copy may be provided; however, in case of discrepancy between the two documents, the hard copy prevails.

6. Bids must be delivered to the address below on or before 10:00 hours local time on 09th of June 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 09th of June 2026 at 10:15 hours local time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

7. All Bids must be accompanied by a Bid Security of USD 500,000.00 (Five Hundred Thousand United States Dollars) or MZN 32,000,000.00 (Thirty-Two Million Meticais).

8. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
