POST GRADUATE COURSE IN PUBLIC FINANCE MANAGEMENT AT LOCAL GOVERNMENT LEVEL

1. The Government of Mozambique, represented by the Ministry of State Administration and Public Servant (MAEFP) has received financing from the World Bank, toward the cost of the Mozambique Urban Development and Decentralization Project and intends to apply part of the proceeds for consulting services.

2. The Consultant with proven international experience shall propose and support in the Drafting the ToR’s for the competition to identify the university that will twin with the local public university and deliver a postgraduate course on PFM at local government level. In order to do that the Consultant needs to assess the needs for the knowledge and skills on public finance management at local government level in Mozambique. This will involve preparation of the need’s assessment at the government level administration (MEF, MAEFP, OGD"s and municipalities), senior technicians of the Local Authorities, students and professionals in the area with the objective of immediate, solid training of qualified staff, with special emphasis on the financial and fiscal component.

3. Then upon the needs assessment, a Strategy for the introduction of the postgraduate course in PFM at local government level should be prepared and presented to the stakeholders. Finally, the draft ToR’s for the competition (national or international) to identify the university that will twin with the local public university and deliver a postgraduate course on PFM at local government level will be drafted.

4. The MAEFP – PDUL/PMU now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) PhD degree in Public Finance, Financial and Fiscal Decentralization, Economics, Management, Tax Law, Taxation and related areas (20 points); (ii) At least 15 years of experience in evaluation work, research on decentralization, fiscal and financial decentralization, strengthening of intergovernmental fiscal transfer systems (40 points); (iii) proven international experience in supporting the development of a similar postgraduate course in higher education institutions (30 points); (iii) Fluency in the English language.

5.The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” revised in September 2023, setting forth the World Bank’s policy on conflict of interest.

6. A Consultant will be selected in accordance with the Selection of Individual Consultants (IC) method set out in the World Bank Procurement Regulations.

7. Expressions of interest in English must be delivered in a written form to the address below (in person, or by mail or by e-mail) by 23 May 2025, at 3:30 p.m.
