Assignment title: Consulting services to establish “Enterprise Uzbekistan” as a favorable eco-system for the development of ITES in Uzbekistan

The Republic of Uzbekistan (hereinafter referred to as the “Borrower”) has applied for financing from the International Development Association (IDA) (hereinafter referred to as the “Bank”) in the form of a “credit” (hereinafter referred to as the “credit”) to cover the costs of the Uzbekistan Digital Inclusion Project. “Administration of Technology Park of Software and IТ” LLC as the Implementing Agency, intends to use part of the funds to pay for consulting services to establish “Enterprise Uzbekistan” as a favorable eco-system for the development of ITES in Uzbekistan.
This assignment aims to support the establishment of “Enterprise Uzbekistan” as a holistic, interconnected and complementary eco-system in the field of ITES that meets modern ICT requirements and the pace of development of the digital sector, in order to attract local companies and foreign investors, as well as develop the export potential of the IT Park and of a country as a whole.
The purpose of this consultancy is to support the implementation of a regulatory framework, develop incentives packages, propose infrastructure offering, develop resident and investment attraction schemes, support engagement and skills development strategies and operational processes for “Enterprise Uzbekistan”.
The consulting services (“the Services”) include, but are not limited to:
The consulting services are expected to last approximately 24 months.

“Administration of Technology Park of Software and IТ” LLC now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants must provide information confirming they have the necessary qualifications and relevant experience to provide the Services.
Only qualified firms will be shortlisted. Shortlisting criteria:
1. The Consultant must provide at least three (3) references of projects in investment attraction or strategy transformation which have been successfully implemented in the last five (5) years. Experience in Central Asia and Uzbekistan is an advantage. References should include project summaries clear evidence of achieved outcomes, and contact details for verification.
2. The Consultant must demonstrate at least three (3) years of experience in conducting or supporting Governments in the implementation or evaluation of public policies and/or strategic planning. Experience in Central Asia and Uzbekistan is an advantage. References should include details of the projects, specific government counterparts, and impact assessments where available.
For the Joint Venture (if applicable): for criteria 1 and 2 - the Lead Consultant must meet at least two-thirds (2/3) of each requirement. Each other JV member must meet at least one-third (1/3).
3. The Consultant must demonstrate experience in delivering at least one (1) contract with a total value of USD 500,000 involving similar services, preferably implemented in Central Asia or for the Government of Uzbekistan over the past three (3) years. Supporting documentation should include contract details and completion certificates to demonstrate successful project execution.
For the Joint Venture (if applicable): At least one member must meet the full requirement (USD 500,000 contract). Each other JV member must have completed a similar contract of at least USD 200,000.
4. The Consultant must demonstrate an annual revenue from consulting services of at least USD 1.5 million in any of the last two (2) years (2023 or 2024). Supported by audited financial statements or equivalent documentation.
5. The Consultant must have cash reserves of at least USD 50,000 (as of December 31, 2024) to cover potential cash flow gaps. Supported by the most recent financial statements or bank confirmation.
For the Joint Venture (if applicable): for criteria 4 and 5 - the combined revenue or reserves must meet the requirement. The Lead Consultant must meet at least 40% of each financial requirement. Each other member must meet at least 25%.
Key experts will not be assessed at the selection stage.
The shortlist will include 5 to 8 companies.
The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank"s Procurement Guidelines for IPF Borrowers, Fifth Edition, September 2023 (the "Procurement Guidelines"), which sets forth the World Bank"s conflict of interest policy.
Consultants may associate with other firms to enhance their expertise, but must clearly state whether the association is a form of joint venture and/or sub-consultancy. In the case of a joint venture, all partners in the joint venture are jointly and severally liable for the entire contract, if one is chosen.
The Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method described in the Procurement Guidelines and specifically stated in the Request for Proposals.
