Assignment Title: GENDER ASSESSMENT OF THE ENERGY SECTOR IN MOZAMBIQUE

The Government of the Republic of Mozambique (GoM) has applied for financing from the World Bank toward the cost of the Sustainable Energy and Broadband Access in Rural Mozambique Project (PROENERGIA+), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) aims to provide MIREME with a thorough understanding of the opportunities and obstacles to promote gender equality at the energy program level, and as well as in public and private institutions of the sector. It will also provide a clear view of the actions that can be undertaken to improve gender equality in the sector and to move towards achieving the Objectives set in the Gender Strategy of the Mineral Resources and Energy sector.

The advisory services will focus on but not limited to:

  • Carry out a gender assessment of MIREME, SPI"s, ARENE, FUNAE e EDM, at provincial and national levels, to assess existing capacities to integrate (and implement) gender equality perspectives in energy policy, plan, program and project, and develop a training plan address any gap identified.
  • Carry out an assessment of women participation in the private sector.
  • Conduct a gender and energy needs assessment within selected communities/villages/cities and within strategic public-supported projects, including strategic private-supported projects (generation projects, transmission and distribution projects, electrification programs, etc.).
  • Prepare a written report of findings and main recommendations for improvement.
  • Organize a national-level workshop to share the findings and recommendations, and engage the various stakeholders to agree on a prioritised gender roadmap for the sector to reach the objectives of the national Gender Strategy for the Energy and Mineral Resources sector.

The assignment is expected to be completed within five (5) months.

MIREME now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criterias are proven and documentary evidence of:

  • Significant knowledge of the energy sector, specifically in the areas of electricity and renewable energy, including knowledge of clean energy transitions, clean cooking, sustainability energy/energy efficiency, energy access and productive use;
  • Experience and knowledge in the areas of research and assessment related to the field of women and girls, including drawing up evaluation plans and monitoring of programmes, strategies, projects, initiatives in the Energy Sector;
  • Proven experience in carrying out sectorial studies at international level, with a special focus on the energy sector;
  • Experience in the design of Social Policies, Strategies, Programmes, Plans related to Gender in Mozambique and/or the SADC Region; and
  • Knowledge of Mozambique Social environment and proficiency in Portuguese among staff is an advantage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 and amended over time (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection method (QCBS) set out in the Procurement Regulations.
