1. The Government of Angola, through its Ministry of Health of Angola (MOH) has received financing from the World Bank toward the cost of the Health System Performance Strengthening Project (HSPSP), and intends to apply part of the proceeds toward payments under the contract for Procurement of Distribution of Essential Medicine Kits and Separate Medicines.

2. The Health System Performance Strengthening Project (HSPSP) of the Ministry of Health (MOH) now invites sealed Bids from eligible Bidders for the supply of: Lot 1: Essential Medicines Kits; Lot 2: Medicines for Treating Common Illnesses; Lot 3: Maternal and Child Health Medicines; Lot 4: Sexual and Reproductive Health Products; Lot 5: Medical Equipment to be delivered using Incoterms - Carriage and Insurance Paid (CIP), Final Destination (Project Site) is Luanda – Angola, the place of destination is: Instalações da Central de Compras de Medicamentos e Meios Médicos CECOMA), Rua Av. Pedro de Castro Van-Dúnem Loy, in deliveries within one hundred and thirty-five (135) days.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” of November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations, which can be found at the following website address: https://thedocs.worldbank.org/en/doc/178331533065871195-0290022020/original/ProcurementRegulations.pdf

4. Interested eligible Bidders may obtain further by e-mail procurement@minsapfss-ao.org or in person at the address given below and inspect the bidding document during office hours 08H00 – 15H00.

5. The bidding document in English may be obtained by interested Bidders upon the submission of a written application to the address below. The document will be sent by E-mail.

6. Bids must be delivered to the address below on or before the 16th of January 2024 at 11H00 (WAT). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 16th of January 2024 at 11H15 (WAT).

7. All Bids must be accompanied by a Bid Security Declaration.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
