1. The Government of Mozambique (GOM) has received financing from the World Bank toward the cost of the Safer Roads for Socio-Economic Integration Program, and intends to apply part of the proceeds for Consultancy Services for Recruitment of a Project Director for the Centre of Excellence (COE).
2. The overall objective of the COE Project Director is to manage the Center of Excellence under the overall supervision of the Minister of Public Works Housing and Water Resources (MOPHRH).
3. The detailed Terms of Reference (ToR) for the assignment can be obtained at the address below.
4. The Administração Nacional de Estradas, IP now invites eligible Individual Consultants to express their interest in providing the Services during 2 years. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
5. The evaluation of expressions of interest will be made on qualitative basis according to a robust matrix of strengths and weaknesses and the shortlist will be composed from the list of qualified individual consultants considering the following criteria:
• Degree in Civil Engineering or on any field related to development of public infrastructures (water resources, water supply and sanitation, transportation, roads, housing); and master’s
degree preferred;
• Minimum 15 (fifteen) years of experience in project management or management responsibilities;
• Strong track record of managing and coordinating teams of experts and consultants; and working collaboratively in an interdisciplinary team;
• Minimum 8 (eight) years’ experience as human resources;
• Experience leading funding proposals and working with donors, especially World Bank;
• Experience with networking, advocacy, and coordination, including donor contact, fundraising, and networking;
• About 10 (ten) years of experience in design, planning, budgeting, supervision, report writing, and monitoring & evaluations;
• Skill and knowledge in program sustainability and capacity building, public-private partnerships and project monitoring and evaluation (both quantitative and qualitative methods);
• Ability to analyse information, evaluate risks, mitigation options and to think and plan strategically;
• About 10 (ten) years of experience in working with across government agencies, external partners, working with international and national entities to implement project activities;
• Strong in implementation oversight with proven ability in financial and operational oversight and management;
• Proven track record in project management including familiarity with donor funded project procedures and process;
• Solid understanding of financial and budget management, and of best practice programming (expertise by sector would be an asset);
• Strong business and human resources management capabilities with a focus on results;
• Ability to coach, lead, stimulate, and inspire professionals in a development context;
• Experience in implementing and managing ODA projects is a plus;
• Excellent command of Portuguese and English language (oral and written) is required.
6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
7. A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Procurement Regulations.

9.
