HIRING PROCUREMENT SPECIALIST

1. The Government of Mozambique (GoM), through the Ministry of Transport and Communications (MTC), is implementing the Mozambique Digital Acceleration Project (PADIM), with funding from the World Bank, which aims to expand broadband availability to individuals and government institutions, increase digital adoption and inclusion, and support the foundations for accelerated digital transformation. The project is based on the following Components: (1) Digital Access and Inclusion, (2) Basis for Accelerated Digital Transformation, (3) Project Management and Institutional Coordination, and (4) Emergency Response, and MTC intends to apply part of the Project funds to hire a Procurement Specialist.

2. The main objective of the Procurement Specialist is to ensure the preparation of the Procurement Plan and to guarantee its timely execution in order to meet the goals and objectives of the MDAP project and the other projects managed by the MTC.

3. Therefore, the Ministry of Transport and Communications invites Individual Consultants to send their EoI for this position. The Procurement Specialist will be responsible for the following tasks, among others;

• Prepare procurement processes for goods, services and consultancies to be contracted within the scope of the project implementation, strictly observing the rules defined by the Government of Mozambique and the World Bank;
• Strengthen the capacity of the MTC to understand the World Bank"s standard documents for preparing tender and request for proposal processes;
• Prepare, implement and monitor the procurement plan for the preliminary phase of the project (12 months) in coordination with the Project Manager;
• Lead the preparation of the Project"s Procurement Plan and its periodic updates and its insertion in the World Bank"s electronic platform "STEP”;
• Ensure that the physical implementation of the procurement processes is reflected in real time in STEP, while at the same time submitting the processes subject to prior review through the STEP platform to the World Bank;
• Prepare meetings for the evaluation of proposals and create and maintain all necessary conditions for the evaluation process;
• Prepare reports of Evaluation Committee meetings and "no objection" requests;
• Reporting to the Project Manager on all procurement processes;

4. The consultant should have:

• Higher education in the areas of Management, Law, Engineering, Architecture, Public Administration or other relevant areas;
• Have at least 7 (seven) years of work experience in the area of procurement;
• At least five (5) years of experience preparing or coordinating the implementation of complex, multi-sectoral projects funded by the World Bank or other multilateral international development organizations;
• Experience and working with the World Bank STEP platform

5. The consultant will be selected according to World Bank procedures as defined in the Procurement Regulations for IPF Borrowers, November 2020, the method of contracting will be Individual Consultant (IC).

6. The criteria for evaluation of EoI are: (i) Higher education in the areas of Management, Law, Engineering, Architecture, Public Administration or other relevant areas, (ii) at least seven (7) years of work experience in the area of procurement (iii) at least five (5) years of experience preparing or coordinating the implementation of complex, multi-sectoral projects funded by the World Bank or other multilateral international development organizations; (iv) Experience and mastery of working on the World Bank STEP platform.

7. The duration of the initial contract is twelve (12) months. The extension will be for successive periods of the same duration and conditioned to the good performance of the contracted candidate and the availability of resources.
