Assignment Title: Consultancy for the Development of Country Outbreak Simulation Exercises to Test County Response Capacity

The Caribbean Public Health Agency (CARPHA) has received financing from the World Bank toward the cost of the OECS Regional Health Project and intends to apply part of the proceeds for consulting services for the Development of Country Outbreak Simulation Exercises to Test County Response Capacity.

OBJECTIVE OF THE ASSIGNMENT

To improve country and regional capacity to respond to public health emergencies through the development of Outbreak Simulations Exercises, which test detection and response mechanisms in the CMS.

BRIEF SCOPE OF WORK

To develop an outbreak simulation exercise that will allow countries to test in a practical way, surveillance systems, outbreak detection and response systems. The simulation will be customizable to country needs, requirements and preferences for testing different aspects of country systems. The design will take into account the need for mixed modalities of in-person and virtual participation, depending on international travel restrictions and the availability of persons.

The detailed Terms of Reference (TOR) for the assignment are attached with this REOI.

The Caribbean Public Health Agency (CARPHA) now invites eligible consulting individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria is as follows:

QUALIFICATIONS AND EXPERIENCE

The candidate must possess the following qualifications and experience:

Academic Qualifications

  • An advanced degree (at a minimum a Masters) in Public Health, Emergency Management, or a related field

Specific Experience

  • At least 5 years of experience working in Public Health, Humanitarian, Emergency Management or related work experience, including previous experience working in a public health emergency and/or natural disaster.
  • At least 1 year of experience in working in public health emergencies.
  • Experience in design and the implementation of Outbreak Simulation Exercises

General Experience

  • At least 1 year of experience and knowledge of work-based training and education programmes
  • At least 1 year of experience in the facilitation of trainings/workshops and presentations
  • Sound knowledge of training and evaluation methods and techniques
  • Demonstrated broad knowledge of and the ability to utilize principles, methods, techniques and systems of project management
  • Proven self-management skills, including the ability to set priorities, manage time effectively, and contribute to a team environment of respect, recognition, and mutual accountability

Languages

  • Excellent knowledge of English – written and spoken

IT Skills

  • Demonstrated ability to effectively use software programmes such as Microsoft Office Suite and online communication tools including MS Teams and Zoom.

Other requirements

  • A sound understanding of public health issues faced by Caribbean territories as demonstrated by the involvement with projects with a focus on public health issues
  • Experience working with Caribbean countries will be an asset

Duration of the assignment: The contract will be for a period of 4 months.

The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, and August 2018, setting forth the World Bank’s policy on conflict of interest. Individual Consultancy for the

Development of Country Outbreak Simulation Exercises to Test Country Response Capacity

  • Background

The Caribbean Public Health Agency (CARPHA) plays a vital role in advising CARPHA Member States (CMS) on matters of Regional Health Security. Health Emergency Preparedness and Response coordination is listed in the Inter-governmental agreement, which established CARPHA, is one of the main functions of the agency. As such, the Agency maintains close collaborative partnerships with regional preparedness and response agencies such as the Pan American Health Organization (PAHO), the Caribbean Disaster Emergency Management Agency (CDEMA), the Regional Security System and the CARICOM Implementation Agency for Crime and Security (CARICOM IMPACS).

CARPHA has played a pivotal role in leading the regional response to the COVID-19 Pandemic. CARPHA has supported the response to public health incidents such as the 2013/14 Chikungunya virus epidemic, preparedness for the possible introduction of Ebola into the region during the 2014 Ebola outbreak in West Africa, and the 2015/16 zika virus epidemic. Additionally, CARPHA has responded to many outbreaks throughout the region. In response to these events, a number of activities related to Preparedness, Epidemiology and Laboratory, Communication, Public Information and Community Outreach, and Resource Mobilisation were done.

Given the region’s vulnerability to multiple hazards such as disease outbreaks, earthquakes, tropical storms and volcanic eruptions; country and regional plans have been developed to guide the responses to emergencies. Additionally, due to tourism, travel, and immigration to the region, countries are vulnerable to the import and circulation of infectious diseases. Outbreak simulation exercises allow countries and agencies to test the capacities for detection and response to outbreaks and uncover gaps in response mechanisms, to better prepare for future public health emergencies.

Approved in August 2019, the Organisation of Eastern Caribbean States (OECS) Regional Health Project (RHP), is a five (5) year project funded by the World Bank and implemented across four CARPHA Member States (Dominica, Grenada, Saint Lucia and Saint Vincent and the Grenadines) and by CARPHA and the OECS Commission. The overall objective of the project is to (i) improve preparedness capacities of health systems for public health emergencies in the OECS region, and (ii) provide a response in the event of eligible crises or emergencies. To mitigate against the public health emergencies that are encountered in the region as a result of infectious disease outbreaks, extreme weather events and other climate change risks, this project seeks to address the weakness in the public health emergency systems through the proposed strengthening of the health systems.

This individual consultancy is concerned with Component 2, Activity 2.2.1: Development of a regional preparedness and response action plan for public health emergencies under subcomponent 2.2.1.6 – Simulation Exercise on responding to public health emergencies. This individual consultancy will be responsible for the preparation of the simulation content and materials. The consultant will engage with in-country counterparts identified by CARPHA to clarify the country’s goals and objectives in conducting the exercise. Additionally, the consultant will organize, facilitate, and evaluate the initial outbreak simulation.

  • Objective(s) of the Assignment

2.1 The overall objective is:

To improve country and regional capacity to respond to public health emergencies through the development of Outbreak Simulations Exercises, which test detection and response mechanisms in the CMS.

2.2 The purpose of this consultancy is:

To develop an outbreak simulation exercise that will allow countries to test in a practical way, surveillance systems, outbreak detection and response systems. The simulation will be customisable to country needs, requirements and preferences for testing different aspects of country systems. The design will take into account the need for mixed modalities of in-person and virtual participation, depending on international travel restrictions and the availability of persons.

  • Scope of Services, Tasks (Components) and Expected Deliverables

The consultant will be expected to:

  • Develop Simulation goals, objectives, and the methodology for delivery of the exercises in consultation with the participating countries, CARPHA, OECS, and the World Bank
  • Develop content for both in-person and virtual delivery of the Outbreak Simulation Exercise in accordance with the goals and objectives of the participating countries, including which aspects of surveillance and response systems are required to be tested by CARPHA, OECS, and the World Bank
  • Facilitate and lead group discussions related to the development of exercise materials
  • Prepare simulation exercise materials including (but not limited to) PowerPoint presentations, audio-visual aids, plans/lecture notes, materials for participants and reporting templates
  • Incorporate instructional design methodology, including adult learning principles into the exercises
  • Develop appropriate instruments for evaluation of the development and execution of the simulation exercises
  • Act as one of the Lead Facilitators for the initial simulation exercise

The expected deliverables are:

  • Inception Report developed and submitted for the approval of the Project Manager
  • Engage in an initial briefing with the Project Manager and other relevant CARPHA personnel to discuss the scope of the work to be undertaken, the approach and any other issues pertaining to the Project upon the commencement of the Consultancy.
  • Engage in an initial briefing with relevant external stakeholders to discuss and plan the project. The Project Manager will coordinate these initial briefings.
  • Prepare and submit for the approval of the Project Manager, an Inception Report which includes the template/structure of the Outbreak Simulation Exercise Documents, the timelines for the specific project activities and the methodology for the activities.
  • Exercise Documents Developed and Submitted
  • Conduct a desk review and analysis of information on disaster preparedness and management priorities and activities of the region.
  • Advise on forming the planning committee including representatives from the CMS and regional organisations for planning the outbreak simulation exercise. This meeting will be held shortly after the consultant is engaged. The Consultant will also be required to liaise with key internal and external stakeholders and secure their goals and objectives for the exercises and technical inputs to be incorporated into the Outbreak Simulation Exercise. Ensure synergies and linkages with operational activities of agencies such as CARPHA, RCM-HS, CDEMA, and PAHO.
  • Develop Outbreak Simulation Exercise documents including,
  • Exercise Plan including risk and safety management plan
  • Master Schedule of Events
  • Exercise Script and timetable including exercise materials for participants and activity leaders, exercise inputs, scenarios, and innovative ideas
  • Exercise Evaluation Plan
  • Exercise Debrief Report on the experience of the participants
  • Final Report on the Exercise
  • Present the Outbreak Simulation Exercise documents to internal and external stakeholders. (The Project Manager will assume responsibility for the administrative/logistical arrangements for the Presentation of the Plan).
  • Incorporate comments of the internal and external stakeholders into a revised version of the Outbreak Simulation Exercise documents.

3. Outbreak Simulation Exercise held and Evaluation Report Submitted

3.1 The Outbreak Simulation Exercise will be held with all relevant stakeholders and observers present. The Exercise may be virtual, in-person, or combined, depending on the conditions of travel and the objectives and requirements of the stakeholders.

3.2 After the Exercise is completed, the Exercise Debrief Report and the Final Report should be completed in the allotted time frame set out in the Exercise Evaluation Plan.

  • Draft Final Report developed and submitted in accordance with the reporting requirements in Section 5 of these Terms of Reference.

The submission must be a comprehensive report comprising of the work conducted by the Consultant; the challenges encountered, and actions taken to address challenges. The Outbreak Simulation Exercise Documents should be set out as an Annex to the Draft Final Report.

  • Final Report developed and submitted in accordance with the reporting requirements in Section 5 of these Terms of Reference.

4. Qualification Requirements for the Consultant

The work requires the use of initiative and the capacity to work without close supervision, the use of judgement, tact, and diplomacy. There is also the need to think and act quickly for immediate resolution of problems and situations that may arise.

5. Reporting Requirements and Time Schedule for Deliverables

  • Comprehensive report using the created evaluation tools and metrics, enumerating the activities, outcomes, action items for follow-up, next steps, and the challenges encountered.

No later than 1 week after the simulation exercise was held

Draft Final Report

  • Comprehensive report comprising of the work conducted by the Consultant, the challenges encountered, and actions taken to address challenges. The Outbreak Simulation Exercise Documents should be set out as an Annex to the Draft Final Report.

No later than 2 weeks before the end of the contract

Final Report

  • Same specifications as the Draft Final Report, incorporating any comments received from the Project Manager on the Draft Final Report

No later than 1 week after receipt of comments on the Draft Final Report

  • Submission and approval of reports

All reports and outputs shall be submitted to the Project Manager in electronic form by email. In addition, two (2) hard copies of the reports/outputs shall be submitted to the Project Manager. The Project Manager is responsible for approving the reports.

The Project Manager reserves the right to request any necessary revisions of the documents to reach an appropriate outcome and quality control requirements.

6. Client’s Input and Counterpart Personnel

  • Services, facilities and property to be made available to the Consultant by the Client include:
  • Material from previous exercises held in the region will be shared with the consultant electronically
  • Logistical arrangements for the workshop (Zoom access, Learning Management System (LMS) access, country engagement, participant selection, materials) will be made by the client
  • No office accommodation is required and will not be provided by the client.
  • The Consultant shall be required to provide his/her personal computer (e.g., laptop or tablet) and Internet connectivity for use during this project.
  • No equipment is to be purchased on behalf of the Contracting Authority/partner country as part of this service contract or transferred to the Contracting Authority/partner country at the end of this contract. Any equipment related to this contract which is to be acquired by the partner country must be purchased by means of a separate supply tender procedure.
  • Professional and Support Counterpart Personnel assigned to the Consultant:
  • The Project Manager will be designated by CARPHA and will have overall responsibility for the Project. The Project Manager will work closely with the Consultant to give guidance and to facilitate engagement for the development of materials.
  • The Project Manager shall be responsible for approving all reports.
  • The consultant will be required to conduct the first training workshop virtually.
