REQUEST FOR EXPRESSIONS OF INTEREST

(Individual Consultants)

Assignment title: Design of a Procedures Manual for Procurement Supervision for UFSA (Unidade Funcional de Supervisão das Aquisições

Loan/Grant Number: G 947-MZ

1. The Government of Mozambique through the Ministry of Economy and Finance has received a Grant from the World Bank toward the cost of the Managing Public Resources for Service Delivery Project (GEPRES), and intends to apply part of the proceeds for the recruitment of consulting services provided by individual consultant.

2. The consulting services (“the services”) include the following activities without prejudice to others not liste

a. Diagnosis of the current situation and improvements to be implemented;

b. Present new training and supervision models to be implemented;

c. Develop training/training programs;

d. To prepare the Public Procurement Procedures Manual;

e. To prepare the Manual of Supervision procedures;

f. Transmission of knowledge through training UFSA Trainers and Supervisors;

g. Create monitoring and supervision report templates

h. Create training report templates; and

i. Define minimum requirements for certification in public procurement.

3. The duration of assignment will be 120 calendar days.

4. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

5. The attention of interested consultants is drawn to section III, paragraphs 2.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

6. The Ministry of Economy and Finance through the Managing Public Resources for Service Delivery Project (GEPRES), now invites eligible Individual consultants (“consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services in the form of a curriculum vitae (CV). A consultant will be selected in accordance with the individual consultant selection (IC) method set out in the World Bank’ Project Consultancy guideline edition of November 2020 that can be accessed via the World Bank website at www.world bank.org/ procurement.

7. The attention of interested Consultants is drawn to the qualification criteria are:

The following are the minimum qualification requirements for the Consultancy:

(i) Degree in pedagogy with at least 5 years of work experience with a focus on training/teaching; and

(ii)The legal person must have a minimum of 5 (five) years of proven experience in carrying out work for the development of training programs and preparation of manuals, and must present letters of approval and a list of similar works carried out with the express indication of the beneficiaries.
