1. Background

The Ministry of Family, Labour and Social Protection has been implementing the "The Second Shock-Responsive Social Protection Project" since June 2021. The main objective of the project is to provide support aimed at vulnerable groups, in particular women and children, to reduce the negative impact of the COVID-19 pandemic. The project focuses on (i) promoting child money support; and (ii) supporting the improvement of social protection programs and systems.

2. Purpose of the Assignment

The purpose of the consulting service is to support the Ministry of Family, Labour, and Social Protection, the General Office for Labour and Welfare Services, and the Project Implementation Unit by reviewing, analyzing, and monitoring the implementation of the activities reflected in the Project Operational Plan and the Gender Action Plan (GAP) of the "The Second Shock-Responsive Social Protection Project" per the project goals, objectives, and performance indicators of the Design and Monitoring Framework (DMF), and to prepare relevant reports, and ensure their implementation.

3. Consulting firm qualifications

Firm Experience:
Minimum qualifications for the individual consultant: Education: Degree in demographics, human rights, social sciences, or a related field. Experience: Minimum of 3 years of experience in research and analysis related to demographics, social protection, and gender issues. At least 5 years of working experience in social protection or social and gender-focused projects. Experience conducting gender research, analyses, and writing reports in the context of population, poverty, social protection policies, and development projects is an advantage. Advanced proficiency in English.
