1. Background

In response to a deteriorating economic situation, the Asian Development Bank (ADB) has responded to a request from the Government of Mongolia for support to mitigate the socioeconomic impacts of the coronavirus disease (COVID-19) pandemic, particularly on poor and vulnerable groups. The Second Shock-Responsive Social Protection Project (SRSP2) will (i) deliver pro-poor child grant top-ups through support to the child money program, and (ii) strengthen social welfare programs and systems. A total of 903.4 thousand people, constituting 27.8 percent of Mongolia"s population, have income below the poverty line. The provinces with the highest poverty levels include Govi-Altai (42.4%), Khovd (39.8%), Govisumber (39.8%), Bulgan (38.7%), Dornod (37.1%), and Khentii (36.6%). Conversely, the provinces with the lowest poverty levels are Umnugovi (16.4%), Tuv (19.3%), Dornogovi (19.8%), Bayan-Ulgii (22.8%), and Orkhon (23.7%). The poverty rate for Ulaanbaatar city stands at 25.4 percent, a figure closely aligning with the average observed in other provinces. The Government of Mongolia implemented the National Poverty Reduction Program from 1994 to 2000, the National Program to Support Household Livelihood Capacity from 2000 to 2008, the National Program to Support Household Development from 2012 to 2015, and the National Program to Improve the Development and Protection of Targeted Households from 2016 to 2020. Additionally, although the National Unemployment and Poverty Reduction Program was approved through Government Resolution No. 159 in 2019, it was revoked by Government Resolution No. 314 in 2021. The initiation of the six medium-term development target programs, as outlined in Article 6.1 of the Law on Development Policy, Planning, and Its Management, commenced last year. While the implementation of these programs is anticipated to lead to a twofold reduction in poverty, there is no clear indication of the policies and measures to be followed to achieve this poverty reduction goal.

2. Purpose of the Assignment

The purpose of the consulting service is to determine and develop policy and strategy for poverty reduction in Mongolia, along with outlining the approaches for its effective implementation. Within this purpose, the following objectives are proposed: Objective 1. Undertake a comprehensive study and analysis of the experiences of certain countries in poverty reduction, along with an examination of relevant documents, policies, services, and rules and regulations directed at impoverished and low-income citizens across various sectors, organizations, and localities. Objective 2. Determine the participation of other sectors in poverty reduction and develop a strategy project for poverty reduction in Mongolia.

3. Consulting firm qualifications

Firm Experience:
Minimum qualification criteria for the firms: A minimum of five relevant consulting service experiences of determination and evaluation in population, labor, social protection, and poverty policy. Experience in research on population, social and poverty issues. Prior experience collaborating with ADB or other international organizations is considered advantageous.
