Assignment Title: Consulting Services for Construction Supervision of the rehabilitation of Corridor 24:

The Government of the Republic of Moldova has received financing from the World Bank (the “Bank” or the “WB”) in the form of a loan/credit toward the cost of the Moldova Rural Connectivity Project. The S.A. ”Administrația Națională a Drumurilor” (“NRA” or JSC “National Road Administration”), an implementing agency (the “Client”), intends to apply part of the proceeds of this loan/credit to eligible payments under the contract for which this Request for Expressions of Interest is issued.
The selected Consultant is expected to provide professional assistance to the Client in administration of the WB funded Contracts with due diligence and by carrying out the duties of the Engineer as defined in the conditions of the Works Contract(s).
The duties of the Consultant for the supervision of works under Corridor 24, shall follow FIDIC Contract Conditions, (“Red Book”) Second edition 2017, reprinted 2022 with Amendments published by the Federation Internationale Des Ingenieurs – Conseils.
The detailed Terms of Reference (TOR) for the assignment can be obtained following a formal request to the Client to procurement@andsa.md.
The Assignment is expected to start in May 2026 and has an estimated overall duration of 33.5 months, which includes 0.5 month for pre-commencement activities, 18 months of works supervision, 12 months covering Defects Notification Period and 3 months for the Performance Certificates issue and other closing activities, Final Account and Contract close-out.
The estimated minimum number of person-months required for the assignment is 227.5 person-months. This includes 61.5 person-months for Key Staff.
The Client’s estimation of the necessary input for Non-Key Staff/Technical Support Staff is 156 person-months and 10 person-months for short-term experts.
The NRA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Consulting Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultant will be a firm or a group of firms (JVCA[1]) with previous project experience related to Construction Supervision Services.

In order to determine the capability and experience of consulting firms, the information submitted with the EOI shall include a brief description of the Consultant’s organization and an outline of the recent experience of the Consultant that is most relevant to the assignment. In the case of a joint venture, information on similar assignments shall be provided for each partner. For each assignment, the outline should indicate the names of the Consultant’s Key Experts and Sub-consultants who participated, the duration of the assignment, the contract amount (total and, if it was done in a form of a joint venture or a sub-consultancy, the amount paid to the Consultant), and the Consultant’s role/involvement.
It is expected that the Consultant’s team shall comprise of the following Key Experts:

Key Experts will not be evaluated at the shortlisting stage.
The submitted EOI shall not exceed 40 pages.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection method (QCBS) set out in the World Bank’s “Procurement Regulations for IPF Borrowers”, September 2023, setting forth the World Bank’s policy on conflict of interest.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.15 3.16, 3.17 and 3.18 of the abovementioned World Bank’s “Procurement Regulations for IPF Borrowers”, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Expressions of Interest received after this time and date will not be considered.
