  • The works, supplies or services can be provided only by a particular economic operator for the following reason:
    • absence of competition for technical reasons
Explanation:

During the past years the Authority embarked on a project to revamp and consolidate its systems . One of the main vital systems being improved is where the Finance and Procurement is involved. The development of such system, mainly Oracle being customized for the Authority’s needs is nearing its completion and system is almost ready for use. To this effect a number of licenses are required for the users to use such system. These licenses may only be purchased from Megabyte who are customizing Oracle for the Authority’s needs.

Since the system is almost ready to be used it is also important to have a First Line Support agreement with same company for the support required whilst being used. In addition to this it is also important to have an agreement for any enhancements that may be required from time to time due to new legislations as well as new internal or external processes.
