  • Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the directive
Explanation:

Home Help - The aim of the Home Help Service is to support beneficiaries to keep on living in their community independently and as long as possible. It also aims to provide support for informal carers. This service provision has undergone an overhaul due to the newly introduced system being the Home Help Subsidised Option that encourages eligible clients to opt to engage the services of a helper of their own choice at a subsidised rate upon approval by the Home Help Board. In view of the above, it is still an essential service provided to thousands of families across Malta and hence service cannot be interrupted. In view that tender is still being vetted and AACC still needs the provision of Home Help Service and in order to ensure continuity and not to seriously jeopardise and hinder the operations and the provision of this service, negotiations with Messrs Support Services Ltd, the current service provider were made. This was done in view that service provider already knows what is required for Home Help Services and are willing to enter into a negotiated procedure for a period of six (6) months or until a tender is issued and awarded, whichever is the earlier, for the provision of the above mentioned service on the same terms and conditions of the original agreement.
