Section IV: Procedure
Marsa Initial Reception Centre (MIRC) houses people with special needs as defined by the Common European Asylum System Framework, these include families, people with mental health issues, persons with disabilities, unaccompanied minors and single mothers who are not yet medically cleared and therefore, cannot be housed in the respective centres administered by the Agency.
The Agency has been informed by the local government that the closure of the Centre is imminent. Already part of the Centre has been transferred to the Marsa Local Council by the government.
As per EU Reception Condition Directive, Malta cannot close this centre, unless it has an alternative site. MHSE together with AWAS have found an alternative premises (China House) and has started the necessary works. These works are being carried out by AWAS employees.
On initial inspection by the architect it was found that the roofs had suffered slight damages from the rain but unfortunately as works progressed, it was observed that this was not the case. The architect assigned to the project ordered tests on the roof which were carried out, and it resulted the roof of the second floor needs to be completely changed and that repairs are made to the first floor. Since the roof is not safe works could not be carried out, thus delaying the whole process.
