  • Introduction

The Government of Malawi is using some of the proceeds from this credit to finance the Irrigation and commercialization project: SVTP I and II). The implementation of the irrigation projects will result in an influx of migrant workers to project areas and creation of employment opportunities for local population in the related districts. This influx is compounded by an influx of other people (“followers”) who follow the incoming workforce with the aim of selling them goods and services, or in pursuit of job or business opportunities. The rapid migration to and settlement of workers and followers in the project area might affect project areas negatively in terms of public infrastructure, utilities, housing, sustainable resource management and social dynamics. This often leads to Gender-Based Violence (GBV) Sexual Exploitation & Abuse (SEA), Sexual Harassment (SH) and abuse of children.

Quite often, migrant labourers tend to have higher financial and material potency than most of the members of the hosting communities. This raises the propensity to GBV and SEA as the financially empowered workers tend to entice the communities into transactional sexual indulgencies. In line with the provisions of the Gender Equality Act (2013) and World Bank’s Safeguard Policies, the Government of Malawi is committed to ensure that the implementation of WB-financed projects in a socially friendly and violence free environment.

To enhance the efforts of making sure there is functional system for prevention and response to GBV/SEA/SH, SVTP would like to engage a GBV Specialist. In particular, the GBV Specialist will monitor and supervise the activities to be implemented by the GBV Service Provider (CCJP) and verify that the Service Provider is effectively addressing GBV, SEA, SH, and Violence Against Children (VAC) issues. The Specialist will also be responsible for all gender mainstreaming and social inclusion in the project.

  • The Position

The GBV Specialist is part of a larger Project Management Team, which comprises the Coordinator and other specialists. The GBV Specialist will be responsible for ensuring deliverables under component Two are done according to schedule. Specifically, the GBV Specialist shall enhance gender mainstreaming and social inclusion in the project

  • Tasks and Responsibilities.

The main objective of the assignment is to enhance gender mainstreaming and social inclusion in the project and also to supervise the effectiveness of the implementation of activities for GBV /SEA/SH prevention in SVTP 2. In particular, the Specialist will identify constraints incurred during implementation and suggest measures for addressing the constraints (including gender-based constraints, gender, and social inclusion), document best practices, enhance GBV prevention and response activities by making sure that the referral pathways is popularised and that the GRM is GBV/SEA/SH responsive and functional.

3.1. Specific Tasks

  • To enhance gender mainstreaming and social inclusion in the project
  • To enhance mechanisms to mitigate risks of Gender Based Violence (VAC), Sexual Exploitation and Abuse, and Sexual Harassment (SH) due to the project.
  • To strengthen mechanism for surveillance, detection, and reporting GBV, VAC, SEA, and SH incidence along the project area.
  • To strengthen coordination with national and district authorities to monitor implementation of mitigation measures within the project area.
  • To ensure that contractors adhere to protective/preventative measures built into project design.
  • To enhance the function of GBV Referral pathway.
  • To enhance GRM responsiveness to GBV/SEA/SH

3.2 Scope of the Services

In accomplishing the assignment, the Specialist will:

  • Undertake a scrutiny of the strategies prescribed on a service provider in protection of GBV, SEA, SH, and VAC to determine their effectiveness and provide recommendations on strengthening them.
  • Monitor and supervise service providers and the contractor in the training of employees in the Code of Ethical Conduct and ensure that all employees are conversant with its provisions and have signed the Code of Ethical Conduct
  • Examine and make recommendations on the suitability of tools used for training employees and communities and sensitization of communities and contractor’s workers on GBV, SEA, SH, and VAC.
  • Review the effectiveness of public awareness campaigns on Gender Based Violence, Child Abuse and Exploitation and Child labor and provide guidance on conducting of public awareness campaign.
  • Review effectiveness of Referral pathway and make recommendations.
  • Review projects’ ongoing GBV, SEA and SH cases and make recommendations.
  • Ensure GBV Service provider is Tracking GBV, SEA and SH cases the project encountered and produce updated case tracker.
  • Ensure Gender and Social inclusion activities are implemented.
  • Based on implementation done by GBV service provider, review and make recommendations for improvements in the following documents:
  • Contractors ESMP
  • Contractors Child Labor Policy
  • Contractors Code of Ethical Conduct
  • Contractors Final Grievance Redress Mechanism
  • Contractors Final Sexual Harassment Policy
  • Contractors Final Community Communications Engagement Plan
  • Contractors Occupational Health and Safety Plan
  • Compile and submit quarterly reports on all activities being implemented on this assignment.
  • Document the best practices in prevention and response to GBV/SEA/SH
  • Document the best practices in gender and social inclusion.

4.0 Qualifications and Experience:

  • At least a master’s degree in Gender studies, development studies or related field with at least 10 years’ experience in undertaking gender mainstreaming activities in development projects.
  • 5 years’ experience in gender and social inclusion programming.
  • At least 7 years proven experience in managing implementation of GBV/SEA/SH prevention projects.
  • Demonstrated understanding of Malawi’s legal, policy and institutional framework for Gender Mainstreaming, gender inclusion, GBV, Child protection, Labour, and related issues.
  • Demonstrated experience in applying behavioural change approaches in programming.
  • Demonstrated experience of working in partnership with National and District stakeholders in implementing projects.
  • Demonstrated experience in project document review and provide substantive in put to the project strategies.
  • Gender Sensitive and Community Based Monitoring and Evaluation expertise especially tracking progress, preparing quality reports and documentation of good practice.
  • Stakeholder engagement and representation and networking with respect to GBV and child protection at community and district level.
  • Demonstrated experience in facilitating GBV/SEA/SH and Child protection Awareness and training activities for the targeted communities and workers for the contractor.
  • Demonstrated experience in capacity building of; child protection, GBV and Gender.
  • Ability to review project documents and provide substantive input to the project strategies.
  • Monitoring and Evaluation expertise especially tracking progress, preparing quality reports and documentation of good practice.
  • Relevant experience in community sensitization, public awareness and production of radio programmes and IEC materials in local language.
  • Practical experience in community development/mobilization
  • Demonstrated experience of documentation of good practice and production of best practices leaflets.
  • Ability to review project Information Education and communication materials and provide substantive input to contribute to impact of the project.
  • Community based Monitoring and Evaluation expertise on communication impact to the project.

5.0 Performance Assessment Criteria

  • Oversight provided over gender mainstreaming aspects of the Programme. These include Gender Based Violence (GBV), Child Labour, and other gender inclusive issues.
  • Coordination with stakeholders, including contractors and consultants, ensuring timely sharing of information and other related program implementation issues.
  • Enforcement of inclusion of social aspects in SVTP implementation
  • A structured communication update, in liaison with other specialists, to inform external stakeholders on progress is developed;
  • Communication and field visits for high level visits are organised as required;
  • Timely periodic provision of a synthesis of progress against planned actions, key challenges and proposed management decisions
  • Location of Employment

The GBV Specialist will be based in Blantyre, but will be required to travel regularly and extensively to the project area (Chikwawa & Nsanje) and work closely with the Ministry of Lands in Lilongwe to ensure that progress follows project plans and that appropriate support is provided for project activities.

7.0 Duration of Employment

The Contract is for an initial period of one-year renewable upon satisfactory completion of the assignment and satisfactory appraisal results.

8.0 Reporting Requirements

As part a member of the Project Management Team (PMT), the GBV Specialist shall report to the Senior Social Safeguards Specialist.

9.0 Services and facilities to be provided by the Client

The client will provide the following services and facilities to the consultant

  • Office space

  • Logistics for field work

10.0 The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant selection method set out in the Procurement Regulations.
