        The Government of Malawi (hereinafter referred to as “the Borrower”) has received financing from the European Investment Bank – EIB (hereinafter referred to as “the Bank”) towards the cost of the Malawi NRWB Water Efficiency Project. This International Invitation for Tenders relates to the contract for Preparation of Lunyangwa Dam Safety Management Plan

        The contract will include preparation dam safety management plan for Lunyangwa Dam with the following four distinct but related components.

        a) Instrumentation and Monitoring Plan

        b) Operations and Maintenance Plan

        c) Dam Break Study

        d) Emergency Preparedness Plan.

        The dam safety management plans shall be based on best practices outlined in national guidelines and various published international guidelines such as ICOLD, US Bureau of Reclamation etc.

        The criteria to be used in the tender evaluation are, in decreasing order of importance:

        Technical competency

        The applicant (individual company or consortium altogether) will be considered to be technically competent if it has successfully completed, during the last 10 years (1st June 2013 to the submission deadline of the technical and financial proposal), at least two similar assignments.

        Evidence in form of statements from a client and a copy of signed agreement must be submitted.

        “Similar assignments” mean assignments covering activities of the type described in item 2 above.

        In addition, the following sub-criteria shall be considered:

        i. Specific experience of the Consultant (as a firm) relevant to the Assignment.

        ii. Adequacy and quality of the proposed methodology, and work plan in responding to the Terms of Reference (TORs).

        Professional capacity

        At least 50% of the staff proposed to work on the assignment (from individual company or consortium) must have been permanent staff for at least the last two years.

        The proposed Key Experts for the Assignment shall include:

        i. Dam / Hydraulics Engineer

        ii. Geotechnical Engineer

        iii. Structural Engineer

        iv. Instrumentation Engineer

        v. GIS Specialist

        Firms shall submit documentation demonstrating the Key Experts’ qualifications and competence for the Assignment.

        Consultant will be selected in accordance with the QCBS (Quality-and Cost-Based Selection) method.

        The minimum technical score required to pass is: 70%
