        For our annual work plan of 2024 year due to the legal obligations of North Macedonia, we are searching for Services from a temporary employment agency for our working staff.

        Temporary employment agencies under a worker allocation agreement will be able to give up workers for the needs of the our Joint Enterprise Utility to carry out temporary work in the event of:

        - replacement of a temporarily absent worker

        - temporarily increased volume of work

        - project work

        - seasonal work and

        - other cases covered by the Law on Temporary Employment Agencies.

        1.4.1 The public procurement agreement will be awarded by applying an open procedure.

        1.4.2 This procedure will be implemented using electronic means through the Electronic Public Procurement System (ESJN) (https://www.e-nabavki.gov.mk).

        1.5.1 This procedure will end with an electronic auction

        The subject of the electronic auction is the total price, including all costs and discounts and import duties, excluding VAT, i.e. initially submitted prices to each of the qualified bidders.

        The invitation to participate in the auction will be sent electronically to the mailbox of the ESJN user profile to the person who will submit an offer for the appropriate procedure electronically.

        The invitation to participate in the auction will contain the following data: the starting price of the qualified bidder, i.e. its initially submitted price, as well as the initial current rank of the bidder made on the basis of the total number of points awarded for the criterion economically most favorable offer; the date and time of start and the way the auction closes; the interval at which the negative bidding will be carried out (minimum and maximum difference in the prices offered). If only one offer or only one acceptable offer is submitted, the electronic auction will not be carried out.

        The Contracting Parties execute the public procurement agreement in accordance with the conditions laid down in this tender documentation and the selected preferred offer.

        The liability of contracting parties to meet contractual obligations, in addition to the provisions of the Law on Public Procurement, shall be subject to the provisions of the law governing bond relations and the material regulations governing the subject matter of the procurement.
