Framework Agreements Concerning Compliance, Due Diligence and Information Security Services
Reference number: CFT-1724The EIB Group aims at establishing a multiple-operator framework agreements with specialised service providers to support compliance, due diligence and information security services divided into 6 lots:
— lot 1: Integrity Due Diligence;
— lot 2: Compliance Services and Other Compliance Support;
— lot 3: Ethics and Integrity Compliance and Legal Support;
— lot 4: Sanctions Compliance Advisory and Other Sanctions Compliance-related Services;
— lot 5: Information Security Services;
— lot 6: Regulatory Compliance Services.
Integrity Due Diligence
Lot No: 1EIB Group headquarters in Luxembourg, unless otherwise instructed by the EIB Group in the relevant Assignment Terms of Reference.
This lot focuses on the integrity due-diligence checks including desk integrity and/or in-depth integrity checks, including inquiries on the ground on the (potential) counterparties and operations both in and outside the EU.
Compliance Services and other Compliance Support
Lot No: 2EIB Group headquarters in Luxembourg, unless otherwise instructed by the EIB Group in the relevant Assignment Terms of Reference.
This lot focuses on tax integrity due diligence, compliance risk management, compliance policies and procedures, project management, business and data analysis as well as on general compliance support. The latter shall be deemed as provision of horizontal general support to the areas concerned with a view to facilitating the completion of compliance related tasks.
Ethics and Integrity Compliance and Legal Support
Lot No: 3EIB Group headquarters in Luxembourg, unless otherwise instructed by the EIB Group in the relevant Assignment Terms of Reference.
This lot focuses on providing legal and compliance support on ethics and integrity policies, procedures, other documents / forms.
Sanctions Compliance Advisory and Other Sanctions Compliance-related Services
Lot No: 4EIB Group headquarters in Luxembourg, unless otherwise instructed by the EIB Group in the relevant Assignment Terms of Reference.
In this lot, the service provider will provide advices, analyses and proposals to review and update the sanctions compliance program of the EIB Group.
Information Security Services
Lot No: 5EIB Group headquarters in Luxembourg, unless otherwise instructed by the EIB Group in the relevant Assignment Terms of Reference.
Information security aims at protecting information by mitigating information risks. The service provider will provide advices, analyses and proposals to review and update the information security program of the EIB Group in general and EIB.
Regulatory Compliance Services
Lot No: 6EIB Group headquarters in Luxembourg, unless otherwise instructed by the EIB Group in the relevant Assignment Terms of Reference.
This lot focuses on support in the regulatory compliance areas. This includes tasks and responsibilities relating to the compliance risk management, the drafting of policies and procedures, as well as on general regulatory compliance support.
Upon written request to the EIB (see Section I.1)), the written record of the opening of tenders will be provided to economic operators who submitted a tender.

Tenderers may in the first instance submit any concerns regarding the procurement to the Bank using the contact details under Section I.1) of this contract notice.
If tenderers or other interested parties, believe that the EIB committed an instance of maladministration, (e.g. it has failed to act in accordance with its established policies, standards and procedures or to respect the principles of good administration), they may lodge a complaint to the EIB Group Complaints Mechanism (see https://www.eib.org/en/about/accountability/complaints/index.htm) within 1 year from the date when the alleged action, decision or omission by the Bank could be reasonably known by the complainant. If unhappy with the outcome, tenderers can seek a review of the EIB Group’s reply to the complaint by the European Ombudsman (see https://www.ombudsman.europa.eu).
Within 2 months of notification of the outcome of the procedure (award decision), tenderers may launch an action for its annulment and/or damages. Any request tenderers may make and any reply from the Bank or any complaint of maladministration, will have neither the purpose nor the effect of suspending the time-limit for launching an action for annulment nor open a new period for launching an action for annulment. The body responsible for hearing annulment procedures is indicated under Section VI.4.1) of this contract notice.
