II.1.4)Short description:
The objective of the UMITAF service contract is to provide support to the preparation and implementation of priority recovery and resilience infrastructure investments in Ukraine and Moldova. The scope of services includes Technical Assistance and engineering services on the full infrastructure project cycle, from strategy support, master planning and investment programming, to feasibility studies, design services, procurement support, implementation support and technical audits. The contract will cover the short- and medium-term needs in the municipal (including urban water), transport, energy, digital/telecoms, agriculture logistics, and social infrastructures sectors.

The services will be delivered exclusively in areas controlled by the Ukrainian and Moldovan governments.
II.2.4)Description of the procurement:
In March 2023, the EIB Board of Directors approved the EU for Ukraine Initiative (‘EU4U Initiative’) to support priority recovery and resilience investments and EU accession process in Ukraine in the short and medium term. This Initiative includes an allocation of up to EUR 100 million for technical assistance and advisory services for immediate needs as well as reconstruction efforts and accession support in Ukraine and Moldova.
Part of this support package will be delivered through the ‘Ukraine and Moldova Infrastructure Technical Assistance Facility (UMITAF)’ as described in Section II.1.4) above. The initial contract value is EUR 15 000 000 for a duration of 4 years, and the contract may be extended in time and budget.
While the UMITAF focuses on the infrastructure sector, other service contracts will be procured by the EIB under the EU4U Initiative to address recovery and resilience needs in the financial and private sectors.
To ensure efficient and timely delivery of the EU4U Initiative, the EIB also intends to procure a dedicated service contract to provide overall project management support (PMS), preparation, coordination and monitoring of all sub-assignments implemented under the technical assistance and advisory services allocation. The ‘EU4U PMS’ contract and the UMITAF contract cannot be awarded to the same entity.
