Preliminariosios sutartys (kurios galios 36 mėn.) bus sudaromos su tiekėjais, kurių pasiūlymai pasiūlymų eilėje kainos didėjimo tvarka užims 1 – 3 vietas. Jei pasiūlymų eilėje bus tik 2 (du) tiekėjai, preliminariosios sutartys bus sudaromos su 2 (dviem) tiekėjais. Pasiūlymų eilė nenustatoma ir preliminarioji sutartis nebus sudaroma, jei buvus gautas tik vienas tinkamas pasiūlymas, ir pirkimas bus laikomas neįvykusiu
