1. The Ministry of Finance & Development Planning (MFDP) (the Recipient) has received financing from the World Bank toward the cost of the Governance Reform and Accountability Transformation (GREAT) Project and intends to apply part of the proceeds toward payments under the contract Development and Deployment of Automated Asset Declaration & Verification System (ADS) for the Liberia Anti-Corruption Commission. If applicable for this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2. The Ministry of Finance & Development Planning (MFDP) now invites sealed Proposals from eligible Proposers for the procurement of the Automated Asset Declaration and Verification System (ADS), encompassing the end-to-end design, system development, infrastructure setup, testing, rollout, training, and sustainability (maintenance) of the system. The selected firm will be responsible not only for building a robust, secure, and user-friendly platform but also for deploying it across all relevant government entities, ensuring integration with key databases, and providing training and technical support to LACC and its stakeholders. This comprehensive scope ensures that the ADS is not only technically sound but also functionally embedded into institutional workflows and compliant with Liberia’s regulatory environment.

3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated February 2025 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.

4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 30% and for Bid cost: 70%.

6. The request for proposals document in English may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD $100 (One Hundred United States Dollars). The method of payment will be Bank Deposit/Transfer with evidence submitted to the address below. The document will be sent by email or via a shared Drive folder.

7. Proposals must be delivered to the address below on or before August 26, 2025, at 14:00 GMT. Electronic procurement will be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on August 26, 2025, at 14:05 GMT. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.

8. All Proposals must be accompanied by a Proposal-Security of USD $30,000.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
