REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES) Financial Management Specialist (PREPARE-C3-03)

BACKGROUND

The International Bank for Reconstruction and Development (hereinafter referred to as the IBRD, the Bank) will support Ukraine in implementing the Project “Preparation of Sustainable Projects to Promote the Recovery of Ukraine (PREPARE Ukraine)” (hereinafter referred to as the Project), which is aimed at supporting Ukraine in preparing for the implementation of public investment projects identified by the Government of Ukraine as priorities within the Single Project Pipeline (SPP), and at the same time building the capacity of the Government of Ukraine to ensure effective management of public investments.

The Project will be implemented under general supervision of the Ministry Economy of Ukraine (hereinafter – MoE) by implementing entity - State Organization “Agency on support Public-Private Partnership” (hereinafter - PPP Agency). PPP Agency created a Project Implementation Unit (hereinafter – PIU) for day-to-day management and coordination of the Project and provision of assistance to the Project in disbursement issues, financial management, reporting and other Project related activities. PIU shall be responsible for general coordination of activities and reporting under the Project.

The need for the PPP Agency to engage consultants by purchasing their services is justified by the need for effective implementation of Project activities, defined general standards for operations, ensuring their universality and transparency, and facilitating and assisting the staff of the PPP Agency, as a Project participant, in the decision-making process.

The Project will be implemented as the Investment Project Financing (IPF) and shall be regulated by the Decree of the Cabinet of Ministers of Ukraine dated 27.01.2016 № 70 “On the procedure for the preparation, implementation, monitoring and completion of the implementation of economic and social development projects of Ukraine supported by international financial organizations”, other legal acts of the Cabinet of Ministers of Ukraine, Orders of MoE and Project Operations Manual.

OBJECTIVE

The Financial Management Specialist takes measures to ensure financial management of the Project in compliance with World Bank regulations and national legislation.

SCOPE OF SERVICES

The Financial Management Specialist will be responsible for the following tasks:

• Ensure that the financial management of the Project complies with World Bank fund disbursement rules and procedures, ensuring the efficiency, security, and timely availability of funds.
• Providing assistance in preparing supporting documents for applications for funds (filling out forms, withdrawals applications and provision of other necessary information);
• Providing assistance in preparing and timely submitting the required financial reports to the relevant institutions (World Bank, Ministry of Finance of Ukraine and Ministry of Economy of Ukraine) during the Project’s implementation;
• Ensuring the accuracy and sufficiency of financial information submitted to the Bank;
• Ensuring the collection of necessary information to fill out an application for replenishment or documentation and making direct payments from the grant account on behalf of the Project participating enterprises within the Project;
• Cooperation with the respective teams on the use of funds within the Project;
• Preparation of information in response to requests from the Project Coordinator;
• Keeping records of all applications for the use of funds within the Project;
• Conducting proper reconciliations of the Project account and the special accounts;
• Performing preparatory work, support and coordination activities related to audit of the financial statements of the Project and periodic reports (interim financial reports).
• Performance of other tasks required within the framework of the Project implementation, including but not limited to:
• Maintenance interaction within Project Implementation Unit (PIU) consultants/members, PPP Agency, and Ministry of Economy.
• Execution of other tasks related to financial management as directed by the Project Coordinator or equivalent executive.

REPORTING

The Financial Management Specialist will report to the Director of the PPP Agency and First Deputy Minister of Economy of Ukraine (Project Coordinator).

Implementation arrangements

• Consultant shall be provided with a workplace, including office equipment necessary for the performance of tasks (Internet, telephone, PC, printer/copier/scanner, etc.).
• The assignment may involve business trips within Ukraine and abroad. In case of occurrence of these business trips, Consultant shall be reimbursed by the MoE or PPP Agency.
• The PPP Agency, within its competence, will provide the Consultant with all necessary support to enable the Consultant to fulfil this assignment. The PPP Agency shall provide the Consultant with:
• Necessary legal agreements and related documents, including MoF`s internal documents that are not confidential, as might be needed,
• Access to PPP Agency’s premises and a work place with access to office equipment.
• Contacts of relevant representatives of PPP Agency, MoE’s implementing partners and other interested stakeholders, as will be needed for the assignment.

REQUIRED EDUCATION AND QUALIFICATIONS

• University degree in economics, finance or related discipline;
• Have a minimum at least 5 years of experience in accounting, reporting, processing, maintenance (including documentation) of financial records, experience in the financial management projects requiring coordination among team members and projects involving foreign sources of financing;
• Have a minimum at least 2 year of experience in collaborating with Government institutions, state authorities, and local self-government bodies or IFIs ;
• Practical knowledge of the rules and procedures of the World Bank Group regarding financial management could be an advantage;
• Have a good understanding of economic, regulatory, and institutional frameworks governing the implementation of investment projects and/or projects financed by IFIs in Ukraine as well as the political and administrative environment related to PIM Reform in Ukraine;
• Training and having international level certificates in PPP – AMPG Certified PPP Professional (CP3P) (Foundation, Preparation, Execution) and Infrastructure Business Case (Foundation and Practitioner) is a strong preference, but not mandatory;
• Be fluent in Ukrainian and have a working level in English, both written and spoken, and the ability to convey complex issues to various audiences;
• Advanced level of PC skills, knowledge and practical skills of using standard Microsoft (MS) packages (e.g. Word, Excel, Power Point, Outlook), email and database.

PLACE AND DURATION

The services shall be provided in the city of Kyiv from the start of the implementation period for 1 calendar year (Approximately from 01 August 2025).

The services will be provided on a full-time basis under a time-based contract (monthly payments) with 3 months probation period and option to extend subject to the Consultant’s appropriate performance of the services.

Service contract of the Consultant may be prolonged till the closing date of the project (30 June 2030) or another period agreed in written upon by the parties, if necessary.
