Assignment Title: HIRING OF NATIONAL VERIFICATION AGENCY
FOR PBF IMPLEMENTATION

The Government of the Republic of Liberia has received financing from the World Bank in support of the Institutional Foundations to Improve Services for Health (IFISH); and portion of the 85 million financing from the International Development Association (IDA) and the Global Financing Facility (GFF) aimed to improve health services delivery to women, children and adolescents in Liberia.
In view of the above, the Government of Liberia through the Ministry of Health intends to use part of the proceeds toward payments under the contract for the hiring of an agency to undertake independent third-party verification of performance of county health teams, hospitals and clinics implementing performance-based financing in Bomi, Gbarpolu, Rivercess, Sinoe, Grand Kru and Maryland counties.
The consulting services (“the Services”) include the use of PBF best practices to verify the claims of achievement on all agreed indicators by 8 hospitals, 129 primary healthcare clinics, and 6 CHTs on a quarterly basis. Verification methodology will include verification of all facilities for baseline in one quarter and risk-based verification for clinics.
In order to ensure accountability and transparency, it is essential that the functions of verification of quality and quantity of services delivered are separate and independent of the functions of the regulator (i.e., Ministry of Health, County Health Team (CHT) and Service Providers (i.e., hospitals). Consequently, the objective of this assignment is to assure this separation of functions and enhance sufficient technical capacity to support quality improvement at participating hospitals. The consultancy will primarily focus on PBF in 8 hospitals, 129 primary healthcare clinics, and 6 CHTs on a quarterly basis.
The NVA will be responsible for the following key activities:
The Ministry of Health now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
Firm’s experience with verification within a PBF indicators scheme is an added advantage.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method set out in the World Bank’s Consulting Services Manual (2006); and the 6.15 & 7.22 of the Guidelines: PROCUREMENT IN INVESTMENT PROJECT FINANCING Goods, Works, Non-Consulting and Consulting Services Fourth Edition November 2020 Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers revised January 2011, Revised July 2014, 2016, 2017, and 2018 (“Consultant Guidelines”).
