Assignment Title: Procurement Consulting for the Public Sector Foundations for Service Activity Reference No.: LS-MOFDP-461582-CS-INDV.

The Kingdom of Lesotho through the Ministry of Finance and Development Planning (MoFDP) has received credit financing (Loan No.: 74920-LS) from the World Bank towards the cost of the Public Sector Foundations for Service Delivery and intends to apply part of the proceeds for consulting services for Procurement Consulting for the Public Sector Foundations for Service Delivery Project. (“the Services of the Consultant will be required for a period of six (6) months and the consultant should ensure full consistency with Terms of reference. The expected commencement date will be 01 March 2025.

The Ministry of Finance and Development Planning now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. (Attach Resume/Curriculum Vitae).

The shortlisting criteria :

CVs of all applicants will be evaluated against the assignment’s requirements including:

• Relevance and suitability of core business area of the individual applicant with the subject assignment.
• Relevant Experience and qualifications of the individual applicant
• Minimum five (5) years experience with World Bank Projects.
• Sound knowledge of World Bank Procurement rules, regulations and processes, five (5) reference letters from previous projects served, (atleast one (1) or two (2) different projects within the past 5 years.)

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with Individual Consultant Selection (INDV) method as set out in the Procurement Regulations.

Expressions of interest must be delivered in a written form as follows: -

Submissions should be send to the address below (in person, or by mail at masingoaneng.sekete@gov.ls by 18th December 2024. In case of in person delivery, the EoIs may be deposited in the Tender Box located at the reception area of Ministry of Finance and Development Planning 3rd Floor, Finance House, Government Complex, Kingsway, on or before 19th December 2024. The EoIs will be opened on 19th December 2024 at 11.00 CAT immediately thereafter, in the presence of applicants who wish to attend.
