The Local Government Division of the Ministry of Local Government, Rural Development and Cooperatives has received financing from the World Bank toward the cost of the Urban Health, Nutrition and Population Project (“UHNPP”), and intends to apply part of the proceeds for consulting services by hiring twelve (12) national individual Consultants. The Improvement of Urban Public Health Preventive Services Project (i.e., Component 2 of UHNPP) will support delivery of environmental health and preventive services primarily in DNCC, DSCC, CCC, Savar and Tarabo Municipalities through: (a) development and implementation of a comprehensive strategy for integrated vector surveillance and management, including capacity building and institutional strengthening of local bodies; (b) support for behavior change communication and outreach interventions in the citizens of the urban areas, including for air and noise pollution effects among the stakeholders; (c) tree planting for climate change; (d) revision and/or development and implementation of strategy, arrangements, practices, guidelines, policies, and standards for outhouse medical waste management (“MWM”); and (e) support for day-to-day administration, management, monitoring, and coordination of the project, including financial management, procurement, monitoring and evaluation (“M&E”), citizen engagement, and environmental and social (“E&S”) management.
The consulting services (“the Services”) which will be provided by 12 individual consultants are described in the Terms of Reference. The positions of 12 individual consultants are namely: (1) Financial Specialist, (2) Procurement Specialist, (3) Social Specialist, (4) M&E Specialist, (5) Capacity Building (Training) Specialist, (6) Vector Management Specialist, (7) Behavior Change Communications Specialist, (8) Project Management Specialist, (9) Environment Specialist, (10) Public Health Specialist, (11) Medical Waste Management Specialist, and (12) MIS Specialist. The duration of the assignment for each specialist will be from the contract effective date to the end of the project period which is currently set at 30 June 2028 (full time). It is expected that the Services will be commenced from December 2024. The Local Government Division now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The qualification criteria for the selection of each individual consultant are described in the Terms of Reference. A firm may also propose an individual consultant for each individual consultant position.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised in November 2020 (the “Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Procurement Regulations.
Individuals who are currently working as procurement consultants on other World Bank-financed projects in Bangladesh and have more than 3 (three) months period remaining in their existing consultant contract as of the deadline date for submission of applications, will not be considered for the procurement consultant position to enable the consultants to complete their existing contractual obligations and avoid disruption in implementation of those projects.

Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 3:00 pm on 22 December 2024 (Bangladesh Standard Time). Expression of interest must include a forwarding letter, complete Curriculum Vitae (CV) in WB format (as used in SRFP) and a financial proposal. The sealed envelope of EOI must address the package number, position of the specialist and the project name. In the case of e-mail, the subject line must address the package number and position of the specialist.
The Procuring Entity reserves the right to accept or reject any or all EOI(s) without assigning any reason whatsoever.
