Sarunu procedūra saskaņā ar Publisko iepirkumu likuma 8.panta septītās daļas 2.punktu b) apakšpunktu. Sarunu procedūra piemērota, jo pastāv Publisko iepirkumu likuma 8.panta septītās daļas 2.punkta b) apakšpunktā noteiktais sastāvs, kad ir rīkojama sarunu procedūra, proti, pasūtītājs ir tiesīgs piemērot Publisko iepirkumu likuma 8.panta septītās daļas 2.punkta b) apakšpunkta noteikumus, ja līguma izpildi var nodrošināt tikai konkrēts piegādātājs, nepastāvot konkurences apstākļiem tehnisku iemeslu dēļ. Dalību starptautiskā gastronomijas ceļvedī Michelin Guide var nodrošināt tikai pats Michelin. Michelin Guide ir vadošākais un pats zināmākais restorānu ceļvedis pasaulē. Michelin restorānu ceļvedis tiek uzskatīta par starptautisku atsauci, it īpaši tiem tūristiem, kas vietas apskata pēc citu vērtējumiem.
