The Government of Kiribati has received financing from the World Bank and Asian Development Bank (ADB) toward the cost of the KIRIBATI OUTER ISLANDS TRANSPORT INFRASTRUCTURE INVESTMENT PROJECT (KOITIIP), and intends to apply part of the proceeds for consulting services. KOITIIP aims to improve the connectivity, safety, and climate resilience of transport infrastructure on Abaiang, Beru, Nonouti and Tabiteuea South Islands in the Gilbert Islands Chain of Kiribati. The project is a US$42 million grant, US$30 million from the International Development Association (World Bank) and US$12 million grant from the ADB.
The consulting services (“the Services”) include the ENGINEERING CONSULTING FIRM which will:
1. Provide quality assurance and control, including reviewing detailed designs and supervising maritime works in Abaiang, Beru, Nonouti, and Tabiteuea South Islands that will be carried out under a Design-Build contract; and
2. Mentor and build the capacity of MISE staff to conduct site investigations, prepare designs and ensure the quality of rehabilitative works on selected causeways in Beru, Nonouti and Tabiteuea South Islands that will be carried out by MISE under Force Account arrangements.
The Consulting Firm is expected to be engaged by April 30, 2024, and would work until KOITIIP’s closing date, which is June 30, 2026.

KOITIIP now invites interested and eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Experience with Similar Projects |
At least 10 years of proven experience with projects of a similar scale and complexity, including design, construction, and supervision of maritime and road/bridge construction. This requirement shall be demonstrated with at least 3 related projects completed in the last five years. |
Maritime and Coastal Engineering Experience |
A minimum of 10 years of experience in the field of maritime engineering, encompassing a deep understanding of marine structures, coastal processes, dredging works and related maritime considerations. This requirement shall be demonstrated with at least 2 related projects completed in the last 10 years. |
Project Management Experience |
A minimum of 10 years of project management experience is required, especially in managing design-and-build projects. The firm should have experience managing infrastructure projects in remote locations, including coordination with stakeholders, maintaining project schedules, budget control, and quality assurance. References from previous clients should be submitted for verification. |
Capacity Building Expertise |
At least 3 years of experience in capacity building and mentoring, with a successful history of providing such services to similar organizations. This requirement shall be demonstrated with at least 1 related project completed in the last 5 years. |
Sufficient Resources |
Adequate human resources and technical capacity are required. The firm should have a team of experienced professionals and access to necessary skills and technologies. |
Compliance with Local and International Standards |
The firm should demonstrate extensive knowledge of and compliance with local and international codes and standards related to maritime facilities and causeway construction. |
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but they should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners in the joint venture shall be jointly and severally liable for the entire contract if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
