Request for Expression of Interest

(Consulting Services – Individual Consultant Selection)

1. This Request for Expression of Interest follows the General Procurement Notice for the project that appeared in Development Business; issue No. 1686 of 1st January 2021.

2. The Government of Kenya has received credit from the International Development Agency (IDA) towards financing of the Second Kenya Informal Settlements Improvement Project (KISIP2) and intends to apply part of the proceeds of this Credit to payments under this contract. Consulting Services for Individual Land Administration Consultant Ref: KE-MOTI- 357172-CS-INDV

3.The tasks to be carried out under the assignment includes but not limited to:

• Assist in providing liaison between the project and the Land Administration Directorate, National Land Commission and County Governments and working closely with these institutions.
• Assist in conducting due diligence to determine the correct status of land proposed for intervention by project and securing the preliminary reservation and committal letters from the relevant institutions such as the National Land Commission and County Governments.
• Working closely with technical team to undertake, determine and profile the beneficiaries under the project and offer appropriate technical advice.
• Assist the project in updating and maintenance of land information by ensuring all land earmarked for social infrastructure purposes (nursery and primary schools, health facilities, markets etc.) within informal settlements is secured for the common good of the residents.

4. The Consultant shall possess the following qualifications:

• Must have a Degree in Land Economics, Land Administration or any Social Science or equivalent from a university recognized in Kenya.
• A minimum of ten (10) years’ experience as a Land administration and management officer or equivalent.
• A minimum of five (5) years specific experience working with communities in donor-funded projects and/or government agencies implementing similar projects in informal settlements,
• Must be registered as a full member of Institution of Surveyors of Kenya (ISK) (Land administration managers chapter) or a professional body recognized in Kenya, with a current practicing license.

5. The Consultancy Service Contract is expected to be for a period of Seventeen (17) Calendar months

7. The Ministry of Lands, Public Works, Housing and Urban Development, State Department for Housing and Urban Development, through the Second Kenya Informal Settlement Improvement Project (KISIP2) now invites eligible Individual Land Administration Consultant to express their interest in providing the services. Interested individuals must provide information indicating that they are qualified to perform the services (attach curriculum vitae (CV), copies of documentary evidence of academic qualifications, professional qualifications, and registration/licensing with professional bodies).

8. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” first published July 2016 and revised September 2023, fifth edition (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

9. An Individual Consultant will be selected in accordance with the Individual Consultants Selection (ICS) method set out in the Procurement Regulations.

Expression of interest shall be delivered by 24th October 2023 at 1100 hrs.
