• The Government of the Republic of Kenya has received financing from the World Bank toward the cost of the Second Kenya Informal Settlement Improvement Project (KISIP 2) and intends to apply part of the proceeds toward payments under the contract Construction of Roads , Footpaths, Storm Water Drainage & Drainage, Street Lighting and Sewer works in Embakasi Village, Kahawa Soweto, Kayole Soweto and Kambi Moto Settlements for the Nairobi City County settlements’ Infrastructure improvement works for Lot1 & Lot2 in Nairobi City County. This contract will be jointly financed by the French Development Agency (AFD).
• .The Nairobi City County Government now invites sealed Bids from eligible Bidders for the Construction of Roads , Footpaths, Storm Water Drainage & Drainage, Street Lighting and Sewer works in Embakasi Village, Kahawa Soweto, Kayole Soweto and Kambi Moto Settlements for the Nairobi City County settlements’ Infrastructure improvement works for Lot1 & Lot2 in Nairobi City County as described below.

LOT 1: CONSTRUCTION OF ROADS, FOOTPATHS, STORM WATER DRAINAGE, STREET LIGHTING AND SEWER WORKS IN EMBAKASI VILLAGE, KAHAWA SOWETO AND KAYOLE SOWETO SETTLEMENTS FOR THE NAIROBI CITY COUNTY SETTLEMENTS’ INFRASTRUCTURE IMPROVEMENT WORKS

LOT 2: CONSTRUCTION OF FOOTPATHS, STORM WATER DRAINAGE, STREET LIGHTING AND SEWER WORKS IN KAMBI MOTO SETTLEMENT FOR THE NAIROBI CITY COUNTY SETTLEMENTS’ INFRASTRUCTURE IMPROVEMENT WORKS

The nature and scope of works is detailed in the bidding documents but will generally comprise the following:

LOT 1: CONSTRUCTION OF ROADS, FOOTPATHS, STORM WATER DRAINAGE, STREET LIGHTING AND SEWER WORKS IN EMBAKASI VILLAGE, KAHAWA SOWETO AND KAYOLE SOWETO SETTLEMENTS FOR THE NAIROBI CITY COUNTY SETTLEMENTS’ INFRASTRUCTURE IMPROVEMENT WORKS [12 Months Construction Period + 365 Days DLP]

• Construction of 0.603 km of Road & Drainage Works, 0.203 km of Footpath & Drainage Works, Streetlighting (28 poles along 0.686 km) and 0.26 km of 300 mm dia. Pre-Cast Concrete Sewer Lines in Embakasi Village Settlement;
• Construction of 0.538 km of Road & Drainage Works, 0.283 km of Footpath & Drainage Works, Streetlighting (43 poles along 0.821 km) and 1.27 km of 300 mm dia. - 500 mm dia. Pre-Cast Concrete Sewer Lines in Kahawa Soweto Settlement;
• Construction of 3.355 km of Road, Footpaths, Streetlighting (147 poles along 3.355 km) & Drainage Works in Kayole Soweto Settlement;

LOT 2: CONSTRUCTION OF FOOTPATHS, STORM WATER DRAINAGE, STREET LIGHTING AND SEWER WORKS IN KAMBI MOTO SETTLEMENT FOR THE NAIROBI CITY COUNTY SETTLEMENTS’ INFRASTRUCTURE IMPROVEMENT WORKS [6 Months Construction Period + 365 Days DLP]

• Construction of 0.55 km of Footpath, Streetlighting (33 poles along 0.4 km) & Drainage Works and Upgrading, Rehabilitation & Unblocking of 0.431 km of Existing Sewer Lines in Kambi Moto Settlement;

The construction period for Lot 1 is 365 days while the construction period for Lot 2 is 180 days.

• Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing dated July 2016, revised November 2017, revised July 2018 and revised November 2020 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
• Interested eligible Bidders may obtain further information from Nairobi City County Government, County Chief Officer Housing & Urban Renewal, E-mail address: nairobiprocurement@gmail.com and inspect the Bidding document during office hours i.e., 0800 to 1700 hours East African Time (EAT) at the address given below.
• The Bidding documents in English may be obtained from the Nairobi City County Government free-access website: www.nairobi.go.ke or the Public Procurement Information Portal (PPIP) free-access portalhttps://tenders.go.ke free of charge. The document may also be obtained at the address given below free of charge.
• Bids must be delivered to the address below on or before 2nd November, 2023 at 12.00 Noon East African Time (EAT). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 2nd November,2023, 2023 at 12.00 Noon East African Time (EAT).
• All Bids must be accompanied by a Bid Security of:

For Lot 1:

The amount and currency of the Bid Security shall be Kenya Shillings Twelve Million (KES 12,000,000.00).

For Lot 2:

The amount and currency of the Bid Security shall be Kenya Shillings six hundred fifty thousand (KES 650,000.00).

• Attention is drawn to the Public Procurement and Asset Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
