        The requested consultancy services are to undertake contract management, construction supervision, and assistance during defects liability period for implementing the construction of a closed water carrier in the Jordan Valley extending from an upstream location on Zarqa River, at Telal Al-Thahab, to the downstream location on King Abdallah Canal, at Turnout 95 with the aim of improving water efficiency in Jordan Valley. The overall objective of the services is to achieve timely and successful implementation of the project by assigning the services defined below. The Employer aims to ensure high quality and effective day-to day monitoring that minimizes any risk of failure and maximizes benefits, thereby facilitating an orderly development and successful completion of the Project. The consultant will undertake the supervision of the construction of the Works, to include regular monitoring and reporting on progress of the construction works.

        The project is located in the Jordan Valley, extending from an upstream location on Zarqa River, at Telal Al-Thahab, approximately 12 km downstream from King Talal Dam, to the downstream location on K

      4. Description of the procurement:

        Eligible qualified independent consultants will be defined as follows:

        (a) Local consulting engineering firms satisfying the requirements as defined in the PQ document and classified as First Grade (1) in the field of Water and Wastewater as per the Government Tender Directorate (GTD) classification system; or

        (b) International independent consulting firms satisfying the requirements as defined in the PQ document; or

        (c) An association of two local consulting firms, or between local and international consulting firms, or an international firm with a local consultant, all jointly satisfying the requirements as defined in the PQ document. The local consulting firm, regardless of whether association member or consultant, shall also meet the requirements mentioned under a) above.

        Sub-Consultants, whose qualifications are offered for consideration during the evaluation of applications, may participate only in one such application. Violation of this rule will result in rejection of the applications concerned.

        All works under this contract as per the scope of works and the tender documents will be awarded to one qualified consultant.

        The Applicants shall demonstrate the following capabilities (Pass/Fail):

        Financial Capacity:

        - Minimum average annual turnover for the previous five (5) years (2018-2022) equivalent to five million euro (EUR 5,000,000).

        - Minimum Average Current Ratio for the last five years (2018-2022) shall be more than 1.1 (Average Current Ratio ˃ 1.1).

        Specific Experience:

        - The Applicant shall demonstrate that it has successfully implemented, completed and received final payment from at least five (5) similar project references within the last ten years (starting 1st January 2013) in construction supervision services in field of water and /or wastewater.

        - Similar references shall indicate the similar nature of tasks, description of contract type, contract value, contract period, construction contract amount, and brief description of the contract scope.

        - The value of the similar construction supervision services shall not be less than (EUR 3,000,000).

        - The value of the similar construction contract shall not be less than EUR (40,000,000).

        - Ongoing references will be evaluated, if more than 50% of the services are already being rendered or have been rendered within the last ten years (starting 1st January 2013).

        - At least two (2) similar project references shall have been carried out in the MENA region.

        - Information shall be supported by the copies of contracts, acceptance certificates and/or other relevant documents.

        - In case of JV, all parties combined must meet these criteria.

        - Applicants shall demonstrate that they had a participation of a minimum of 50% in each project reference.

        - The participation should be 60% in references where the applicant was the leader of the JV.
