Summay of notice	⑴ Official in charge of disbursement of the procuring entity : MIYASHITA Masayuki, Director, Worker"s Compensation Administration Division, Labour Standards Bureau, Ministry of Health, Labour and Welfare ⑵ Classification of the products to be procured : 71, 27 ⑶ Nature and quantity of the products to be required : System development to reflect relevant law revision (workers" accident compensation insurance law) of the Labour Standards Administration System (The mission starts from fiscal year 2026), 1 set ⑷ Term of fulfillment : From April 20, 2026 through March 31, 2027 ⑸ Place of fulfillment : Places to be designated by the Official in charge of disbursement of the procuring entity. ⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ① Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting, provided, however, that, Minors, Persons under Conservatorship or Persons under Assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③ Have Grade "A" on "Offer of services, etc." in terms of qualification for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years of 2025, 2026 and 2027. ④ For bidders subject to each item of the following insurance systems, not be in arrears of each applicable insurance premium for the last 2 years (for ⒠ and ⒡, 2 insurance years) from the bid submission deadline of this bid : ⒜ Welfare annuity insurance ⒝ Health insurance (the thing which association of national health insurance has jurisdiction over) ⒞ Seamen"s insurance ⒟ National pension ⒠ Worker"s compensation insurance ⒡ Unemployment insurance ⑤ Prove to have no false statement in tendering documents. ⑥ Prove neither the business condition nor credibility is deteriorating. ⑦ Do not fall within the period of suspension of nomination designated by the Ministry of Health, Labour and Welfare. ⑧ Not have received any administrative sanctions for violation of the Laws and Regulations under the jurisdiction of the Ministry of Health, Labour and Welfare within 1 year. However, this shall not apply in the case where the supplier took corrective actions and received "Notification of withdrawal of the order of suspension of use" after receiving an order of suspension of use by Labour Standards Inspection Administration, due to violation of the Labour Standards related laws and regulations (). ⑨ Not have been referred to the public prosecutor"s office for violation of the Laws and Regulations under the jurisdiction of the Ministry of Health, Labour and Welfare and be made this fact public. ⑩ Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order concerning the Budget, Auditing and Accounting.
