Summay of notice	⑴ Official in charge of disbursement of the procuring entity : Masashi Sano, Director of the General Affairs Department, Iwate Labour Bureau ⑵ Classification of the products to be procured : 26 ⑶ Nature and quantity of the products to be purchased : Contract of the electricity at the places of 7 branch offices of Iwate Labour Bureau, Hanamaki national government building and Ofunato national government building. The expected contract electricity of high voltage power is 17-128kW. Planned use of electric energy is 581,136 kWh ⑷ Delivery period : From April 1, 2026 through March 31, 2027 ⑸ Delivery place : The place specified by the Official in charge of disbursement of the procuring entity ⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ① A person who does not fall under the provisions of Article 70 of the Budget, Accounting and Auditing Act. In addition, even if a person is a minor, a person under guardianship, or a person under assistance, if they have obtained the consent necessary for entering into a contract, they fall under the case of special reasons in the same article. ② A person who does not fall under the provisions of Article 71 of the Budget, Accounting and Auditing Act. ③ A person who is not subject to a suspension of nomination by the Ministry of Health, Labour and Welfare. ④ Not having received any administrative sanctions for violating laws and regulations under the jurisdiction of the Ministry of Health, Labour and Welfare within the past year. ⑤ Comply with labour-related laws and regulations. ⑥ A person who is rated as A, B, C, or D in the "sale of goods" category by the Director of the Accounting Division, Minister"s Secretariat, Ministry of Health, Labour and Welfare in the Ministry of Health, Labour and Welfare"s qualifications for participating in competitive bidding (unified qualifications for all ministries and agencies) for fiscal years 2025, 2026, and 2027. ⑦ A person who is registered as a retail electricity supplier pursuant to the provisions of Article 2-2 of the Electricity Business Act. ⑧ A person who meets the bidding eligibility conditions set out in the bidding instructions regarding carbon dioxide emission coefficients, utilization of unused energy, and the status of introduction of renewable energy. ⑨ For bidders subject to the following insurance system of each item, and it is not in arrears either of insurance premiums (2 insurance year about (ⅴ) and (ⅵ)) for the last two years of the bid submission deadline of this bid : (ⅰ) Welfare annuity insurance (ⅱ) Health insurance (the thing which association of national health insurance has jurisdiction over) (ⅲ) Seamen"s insurance (ⅳ) National pension (ⅴ) Worker"s compensation insurance (ⅵ) Unemployment insurance ⑺ Time-limit for tender : 12 : 00 p.m. February 6, 2026 ⑻ Contact person for the notice : Kayo Harada, First Accounting Section of the General Affairs Department, Iwate Labour Bureau, Morioka 2nd national government bldg. 5F 1-9-15, Moriokaekinishidori, Morioka, Iwate, 020-8522, Japan.
