Summay of notice ⑴ Official in charge of disbursement of the procuring entity : Yasuo Hori, Director, Employment Insurance Division, Employment Security Bureau, Ministry of Health, Labour and Welfare.
⑵ Classification of the products to be procured : 71, 27
⑶ Nature and quantity of the products to be procured : Implementation and lease of networks to Hello Work System for the introduction of the Social Security and Tax Number System, 1 set.
⑷ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : 1) not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. 2) not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. 3) have Grade A, or Grade B, in the public tender qualification category of Offer of services etc. by Organizations related to the Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027. 4) prove to have no false statement in tendering documents. 5) prove neither the business condition nor credibility is deteriorating. 6) for bidders subject to the following insurance system and it is not in arrears either of insurance premiums of labor insurance and Welfare annuity insurance, Health insurance, Seamen"s insurance or National pension (2 insurance year for the last two years of the bid submission deadline of this bid). 7) Are not being suspended from transactions by request of the officials in charge of contract. 8) meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order concerning the Budget, Auditing and Accounting.
⑸ Time-limit of submission of proposals : 5 : 00 PM, February 3, 2026.
⑹ Time-limit of tender : 11 : 00 AM, February 18, 2026.
