②not apply to Article 71 of the above-mentioned Cabinet Order ; ③have Grade A in Selling classification in terms of the qualification for participating in bids required by the Supreme Court (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027 and meet the qualification for participating in bids within Tokai-Hokuriku region ; ④The time and place of application for the qualification of ③ shall be in the manner of application for single qualification for every ministry and agency ; ⑤obtain registration of the electricity retail business in accordance with Article 2-2 ;
