Summay of notice ⑴ Official in charge of disbursement of the procuring entity : Kawai Hiroyasu, "Director General, PARI" of "National Institute of Maritime, Port and Aviation Technology".
⑵ Classification of the products to be required : 26
⑶ Nature and quantity of the products to be purchased : Electricity use in the Building of Port and Airport Research Institute 1,200kW. Estimated volume of electricity 2,032,000kWh
⑷ fulfillment period : From 1 April, 2026 through 31 March, 2027
⑸ fulfillment place : It depends on the tender manual.
⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not correspond to the Article 31 of the National Institute of Maritime, Port and Aviation Technology"s contract handling bylaw.
② not under suspension from designation by the "Director General, PARI" of "National Institute of Maritime, Port and Aviation Technology"
③ not under suspension from designation by the vice director of National Institute for Land and Infrastructure Management, Ministry of Land, Infrastructure, Transport and Tourism
④ not come under a person who petition for the commencement of rehabilitation proceedings according to the Corporation Rehabilitation Law nor a person who petition for the commencement of rehabilitation proceedings according to Civil Rehabilitation Law (excluding a person who is re-recognized in ⑹⑥)
⑤ not be the Eligibility contractor that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned
⑥ have on "manufacturing of products" or "selling of products" in terms of the qualification for participating in tenders by the Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency) in the Fiscal years 2025, 2026 and 2027.
⑦ have registered as a retail electricity provider in accordance with Article 2-2 of the Electricity Business Act.
⑧ acquire the electric certificate and register as a user in case of using the Electronic Bidding system. When registering, you will need the number assigned by us in advance. Check our website for more details. (https://www.mpat.go.jp/ebid/index_ebid.

⑨ About other competition entry qualifications, it is based on a bid description etc.
