⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ①not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting, furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause, ②not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting, ③have Grade A,B,C or D on the "Sale of goods" in tenders related to the governmental agencies (Single qualification for every ministry and agency) in the fiscal year, or in terms of the qualifications for participating in tenders by Japan Atomic Energy Agency, ④prove to have registered with the relevant authorities, in accordance with the Oil Stockpiling Act, to initiate business of selling petroleum products, ⑤prove to have ability to deliver the products, required by the this notice, on the period and the place specified, ⑥not be currently under suspension of nomination by Director of Contract Department, Japan Atomic Energy Agency,
